Project Description:

The applicant proposes to expand the surface sand and gravel mine operation to add 6.8 acres to the currently approved 6.0 acres to a total of 12.8 acres of life of mine within a 106.9 acre parcel west of the North Mein Road. The project site is the applicant's property on the west side of the Mein Road, approximately 2,700 feet south of the intersection of the Mein Road and State Highway 37. The site is further located +/-1.5 miles west of the hamlet of Louisville in the Town of Louisville. The mine is intended to operate as a traditional surface extraction of the Croghan loamy fine sand which is the predominated soil type on the site. Mining is proposed for below the local water table. Excavation will be done by mechanical equipment, standard for sand and gravel mining operations, and for removal of material below the local water table. Material will be stockpiled as unprocessed "run-of-bank. Final reclamation will restore the site to a +/-5 acre open water surface within uniformly graded and re-vegetated open land. Up-land reclamation will include the replacement of stockpiled topsoil, and re-seeding with an approved USDA SCS seed mixture. The reviewed life-of-mine expansion is 6.8 (LOM) acres.

State Environmental Quality Review (SEQR) Determination:

Project is a Type I action and will not have a significant effect on the environment. A coordinated review with other agencies was performed and a Negative Declaration is on file.

SEQR Lead Agency: NYS Department of Environmental Conservation

State Historic Preservation Act (SHPA) Determination:

Cultural resource lists and map have been checked. No registered, eligible or inventoried archaeological sites or historic structures were identified at the project location. No further review in accordance with SHPA is required.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Opportunity for Public Comment:

Comments on this project must be submitted in writing to the Contact Person no later than Oct 21, 2011.
