Project Description:

The Department has prepared a draft permit and has made a tentative determination to issue a renewal hazardous waste management permit in accordance with 6 NYCRR Part 373 to the IBM East Fishkill Facility, Hudson Valley Research Park (EPA I.D. No.: NYD000707901) for the operation of a hazardous waste storage facility. The facility is located south of NY State Route 52, west of Lime Kiln Rd, and north of US Route 84, in the Town of East Fishkill. The facility is involved in various research and development operations for the manufacture of semiconductor and electronic computing equipment. The hazardous waste storage is specifically located in Building 309, rooms 2, 7 and 8, which have a total capacity of 150,700 gallons kept in drums.

A mailing list of interested parties will be maintained for this facility; requests to be added to this list can be made to the contact person. Project is not subject to SEQR because it is a Type II action.

The proposed activity is not subject to review in accordance with SHPA. The permit type is exempt or the activity is being reviewed in accordance with federal historic preservation regulations.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Project Description:

The Department has made a tentative determination to approve this application for a new industrial SPDES permit (SPDES No. NY 027 5051) for surface discharge from three separate outfalls to Mine Brook at the Catskill/Delaware UV Light Disinfection Facility located at the Grasslands Campus: Outfall No. 001 is a 48" diameter emergency drain (which will not operate under normal conditions and will only discharge if a large diameter pipe fails within UV plant); Outfall No. 002 is a 24" diameter footing drain which discharges groundwater from around the UV building foundation; Outfall No. 003 is a 12" diameter pipe with overland discharge (primarily) of groundwater which infiltrates an unused portion of the Catskill Aqueduct and the Catskill Connection Chamber. [Construction of the three outfalls at the UV Light Disinfection facility was authorized under a separate Water Quality Certification issued previously by DEC: No. 3-5599-00058/00001.] Hydrostatic testing of internal facility piping is anticipated to result in the discharge of approximately seven (7) million gallons prior to the plant becoming fully operational. The project is located at 10 Walker Road, north of Route 100C in the Town of Greenburgh, Westchester County. A draft permit is available for inspection and comment at the regional office.
