Conditioned Negative Declaration

Putnam County - The Village of Brewster, as lead agency, has determined that the proposed Village of Brewster Tonetta Brook Retrofit Plan will not have a significant adverse environmental impact provided specific conditions are met. There will be a 30 day public comment period commencing with the date of this notice.

The action involves the final restoration of the old Brewster Wastewater Treatment Plant as Stormwater Retrofit in accordance with GP-0-10-002. Construction of extended detention basin and appurtenant piping and structures. The project is located on Railroad Avenue and Morningthorpe Avenue in the Village of Brewster, New York.

The conditions are: The determination of the New York City Department of Environmental Protection (NYC DEP) as to the appropriate remedial measures to be taken at the subject site of the project to alleviate the contamination at the site, as the approval of the NYC DEP of same will be required, in conjunction with the Village, in order to implement the project . The determination is subject to the notice of requirements of 6 NYCRR part 617.7 (d) (1) (iv) and this Resolution shall be published in accordance therewith, in order to provide a public comment period of at least thirty (30) days.

Notice of Acceptance of Final EIS

Orange County - The Village of Chester Village Board, as lead agency, has accepted a Final Environmental Impact Statement on the proposed BT Holdings Residential Development. The Final EIS is available from the Village of Chester Village Clerk's office, the Chester Public Library and on line at: www.timmillerassociates.com. Any comments will be accepted in the Village Clerk's office through the end of business on September 21, 2011.

The action involves a proposal for the annexation of 60.6 acres into the Village of Chester from the Town of Chester and the creation of a new Residential Multi-family Neighborhood (RM-N) zoning district for this land, the rezoning of three additional parcels currently within the Village to RM-N, a two lot subdivision of the property, a separate two lot subdivision of an adjacent property and the construction of 336 market rate townhomes and 100 age restricted units which will include a minimum of 20% set aside as affordable units as well as recreational amenities and parking facilities.

The project is located on the east side of Route 17M north of Route 94 in the Village of Chester, New York.

Notice of Acceptance of Final GEIS

Westchester County - The Town of North Salem Town Board, as lead agency, has accepted a Final Generic Environmental Impact Statement on the proposed Town of North Salem Comprehensive Plan. The Final GEIS is available from the North Salem Office of the Town Clerk, 266 Titicus Road, North Salem, NY 10560 and on line at: http://northsalemny.org/comprehensive-plan/comprehensive-plan-comprehensive-plan-draft-revised-february-2011.

The action involves the adoption of the Town's Comprehensive Plan which will provide a blueprint of the Town's planning strategies and actions that are proposed for implementation throughout the next decade of development. The Plan is intended to replace the 1985 Master Plan. The Plan includes a number of recommendations specific to land use and zoning, residential development, economic development, natural resource protection, traffic and transportation, community facilities and services. The Plan recognizes the changing conditions and needs of the Town and the development trends affecting the community and surrounding region. The project is located throughout the Town of North Salem, New York.
