Applicant proposes to replace approximately 8,183 linear feet of gas pipeline on the west side of Lake Street, the south side of Rodgers Road, and both the north and south sides of Route 20 by both open trench and directional drill methods with approximately 5,550 linear feet of impacts within the regulated area which includes State Freshwater Wetlands ST-43 and ST-45 and their 100-foot adjacent areas. The Lake Street portion also includes directional drilling under a Class C stream. Silt fences will be installed to prevent the erosion of soils and impacts to the wetland.

The proposed construction requires permanent impacts totaling 1.3 acres of wetland adjacent area disturbance (with no disturbance to the wetland), requiring an Article 24 Freshwater Wetlands permit. Town has reviewed and approved the Storm Water Pollution Prevention Plan (SWPPP). At the final stage of development, it is proposed that the balance of the property (approximately 24 acres) will be placed under a Conservation Easement to the Town of Webster.

Project Description:

The applicant is proposing to dredge approximately 2,500 cubic yards of accumulated sediment from the raceway structure located between their existing facility and East Main Street. The raceway will be drained prior to dredging. The sediment will be dewatered and sent off-site for disposal at an NYSDEC permitted landfill facility. Due to contaminants in the material to be dredged a materials handling plan was developed to ensure proper management of the sediments during and after the dredging operation. The proposed project has been authorized by the U.S. Army Corps of Engineers under a Letter or Permission (USACE #1999-02923).
