Dutchess County - The Town of Rhinebeck Town Board, as lead agency, has determined that the proposed Susan Sie Property will not have a significant adverse environmental impact. The action involves the installation of underground utility lines beneath a Town of Rhinebeck roadway. The project is located at 23 Grinnell Street in Rhinecliff New York.

Notice of Acceptance of Draft GEIS and Public Hearing with Extended Public Comment Period

Dutchess County - The Town of Pawling Town Board, as lead agency, has accepted a Draft Generic Environmental Impact Statement on the proposed Adoption of Town of Pawling Comprehensive Plan Update (CPU) and Zoning Amendments. A public hearing on the Draft GEIS will be held on September 7, 2011 at 7:00 p.m. at the Town of Pawling Town Hall, 160 Charles Colman Boulevard, Pawling, NY 12564. Written comments on the Draft GEIS will be accepted until September 21, 2011. The Draft GEIS is available from the Town of Pawling Town Hall, 160 Charles Colman Boulevard, Pawling, NY 12564 and on line at: http://www.pawling.org.

The action involves the adoption of the Comprehensive Plan Update (CPU) and proposed zoning amendments to the use and bulk tables for the HA, HB and I zoning districts. Please refer to the Draft CPU and Appendix C containing the proposed zoning amendments. No land development is proposed in this action. To include changes to the uses and bulk requirements in the HA (Hamlet - 1/2 acre); HB (Highway Business - 1 acre); and I (Industry - 1 acre) zoning districts. No changes to density are proposed. All Zoning District boundaries will remain as they are currently configured. The CPU objectives include review of land development regulations and open space inventory with strategies to identify gaps; need for links in; and more effective protection of natural, agricultural and open space resources and community character. The Town's zoning and land use regulations will also be evaluated to balance the complement of residential and non-residential uses permitted; and flexibility and usefulness for encouraging desired uses, needed housing and better design. The CPU objectives include a historic inventory; community mapping; and examination of local laws regarding effective recognition and protection of these resources. The CPU objectives include evaluation of Critical Environmental Areas (CEA) and Environmentally Significant Areas (ESA) regulation and monitoring; and making linkages with other protected resources.

The project is located throughout the Town of Pawling, New York.

Notice of Acceptance of Draft EIS and Public Hearing

Westchester County - The Village of Ossining Planning Board, as lead agency, has accepted a Draft Environmental Impact Statement on the proposed Avalon Bay Communities. A public hearing on the Draft EIS will be held on September 27, 2011 at 7:00 p.m. at the Ossining Operations Center, 101 Route 9A, Ossining, NY 10562. Written comments on the Draft EIS will be accepted until October 25, 2011. The Draft EIS is available from the Village of Ossining Planning Department, Village of Ossining Clerk's Office and on the Village of Ossining web site at: www.villageofossining.org.

The action involves the construction of 168 residential units and 14,400 square feet of office space. The project is located at 217 North Highland Avenue in the Village of Ossining, New York.
