Project Description:

The US Army Corps of Engineers proposes to renovate an existing boat ramp to provide a reinforced concrete ramp to ensure safe boat launching and retrieval. Dimensions of the renovated ramp are 12 ft wide and 112 ft long, and approximately 100 cubic yards of river sediment will be removed to provide the appropriate grade. A silt curtain will be placed around the excavation area, and the sediment will be dewatered on site and disposed of at a permitted landfill. The project is located on the eastern bank of the Hudson River north of the Troy lock and dam.

State Environmental Quality Review (SEQR) Determination:

State Historic Preservation Act (SHPA) Determination:

A Structural-Archaeological Assessment Form has been completed. The proposed activity will not impact on registered, eligible or inventoried archaeological sites or historic structures.

Coastal Management:

This project is located in a Coastal Management area and is subject to the Waterfront Revitalization and Coastal Resources Act.

Project Description:

The New York State Department of Environmental Conservation (NYSDEC) has reviewed the 6 NYCRR Part 373 Hazardous Waste Management permit renewal application submitted by General Electric Company, Global Research Center, Niskayuna, NY (EPA I.D. No. NYD071094197) and has made a tentative determination to renew the permit.

The General Electric Company operates a research and development center on a 525 acre site located at One Research Circle, adjacent to the Mohawk River on River Road, in the Town of Niskayuna. Facilities at this site include offices, laboratories, and support facilities.

The Research Center is currently comprised of thirteen laboratories conducting research in various fields. Hazardous Wastes are generated as a result of the research projects and these wastes are stored on site in containers and tanks for more than 90 days. Waste acids are neutralized in tanks and all hazardous wastes are shipped off site for disposal. The storage of these wastes is regulated under NYS Regulations Part 373.

The NYSDEC has prepared a draft renewal permit which requires compliance with 6NYCRR 373‑2 "Final Status Standards for Owners and Operators of Hazardous Waste Treatment, Storage and Disposal Facilities" and 6NYCRR Part 376 "Land Disposal Restrictions" as well as with all conditions in the Part 373 permit. The draft permit also requires the facility to institute corrective action to address any uncorrected releases at all solid waste management units.

A copy of the permit application and supporting materials, the draft permit and Fact Sheet for the permit and the administrative record are available for review at the NYSDEC Region 4 Office.

State Environmental Quality Review (SEQR) Determination:

Project is not subject to SEQR because it is a Type II action.

The proposed activity is not subject to review in accordance with SHPA. The permit type is exempt or the activity is being reviewed in accordance with federal historic preservation regulations.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Comments on this project must be submitted in writing to the Contact Person no later than Oct 17, 2011.
