Negative Declaration

Monroe County - The Town of Parma, as lead agency, has determined that the proposed Local Law #1 Amend Chapter 9-Animals; Article 1-Dogs will not have a significant adverse environmental impact. The action involves the proposal to amend Chapter 9-Animals; Article 1-Dogs to incorporate wording clarification. removes provisions for purebred licenses; and changes to penalties for offenses. The project is located throughout the Town of Parma, New York.

Monroe County - The Town of Parma, as lead agency, has determined that the proposed Local Law #2 Amend Chapter 185-Zoning will not have a significant adverse environmental impact. The action involves the proposal to amend Chapter 165 - Zoning relating to home businesses; animal boarding, breeding and/or kennel facilities; number of dogs; lapse of authorization; provisions for a special permit for the keeping of more than 3 dogs. The project is located throughout the Town of Parma, New York.

Wayne County - The New York State Department of Environmental Conservation (NYS DEC), as lead agency, has determined that the proposed Wayne County Soil and Water Conservation District's Port Bay Aquatic Weed Harvesting will not have a significant adverse environmental impact. The action involves a proposal by the Wayne County Soil and Water Conservation District to continue their ongoing aquatic weed harvesting program on Port Bay. A portion of their harvesting operation will impact NYS Freshwater Wetland NW-8 and the NYS DEC Lakeshore Marshes State Wildlife Management Area. The harvesting within the wetland is limited to an area which facilitates boat ramp access and access to a developed section of Sanford Creek. Wayne County is also seeking to use the NYS DEC boat ramp to unload the weed harvester as they have done in the past. NYS DEC has determined that the proposed project minimizes impacts to the regulated wetland and Wildlife Management Area to the extent possible while providing boating access to the public boat launch site and existing cottages. Additionally, NYS DEC has screened the proposed project for potential impacts to endangered and threatened species and concluded that the continuation of the harvesting operation will not have an impact on any endangered or threatened species. The project is located in Port Bay, Town of Wolcott, New York.
