Negative Declaration

Madison County - The Planning Board of the Village of Cazenovia, as lead agency, has determined that the proposed Site Plan Approval for Cazenovia College will not have a significant adverse environmental impact. The action involves site plan approval for Cazenovia College to replace its existing grass athletic field surface with artificial turf for use by its existing intercollegiate teams as part of its general post-secondary educational mission upon lands owned by Cazenovia College located on its campus. The project is located on the Cazenovia College Campus, west of Lincklaen Street, south of Lincklaen Terrace, east of Sullivan Street, and northeast of Liberty Street in the Village of Cazenovia, New York.

Onondaga County - Onondaga County, as lead agency, has determined that the proposed War Memorial Arena at OnCenter Rainwater Reuse System will not have a significant adverse environmental impact. The action involves the recapture of rain water and snow melt runoff from the War Memorial roof and reuse the runoff primarily for ice production and ice maintenance for events at the arena including sporting and family entertainment such as professional hockey and ice shows. The project is located within the Velasko Road Detention Basin which is bounded by Velasko Road, Grand Avenue, West Onondaga Street and Holden Street on the west side of the City of Syracuse, New York.

Onondaga County - Onondaga County, as lead agency, has determined that the proposed Harbor Brook Combined Sewer Overflow (CSO) 018 Constructed Wetlands Pilot Treatment System will not have a significant adverse environmental impact. The action involves a project which serves dual purposes of (1) treating CSO 018 overflows currently discharged into Harbor Brook, and (2) acting as a demonstration project to test the effectiveness of three types of constructed treatment wetland systems. Based on the knowledge gained as a result of this demonstration project, these wetland systems may be integrated as part of a larger constructed wetland along Harbor Brook with additional water quality, habitat, recreational, educational, and other community benefits. The project is located at the War Memorial at OnCenter, 800 South State Street in the City of Syracuse, New York.
