Negative Declaration

Jefferson County - The Town Board of the Town of Alexandria, as lead agency, has determined that the proposed Formation of Route 12 Water District will not have a significant adverse environmental impact. The action involves the formation of a new water district and the construction of a new water distribution system. The project is located from the terminus of the Otter Street Water District along NYS Route 12 to a point near the Town of Alexandria / Town of Orleans boundaries in the Town of Alexandria, New York.

Oneida County - The New York State Department of Transportation (NYS DOT), as lead agency, has determined that the proposed Routes 5, 5A, 12 and 30 Sign Structure Project 12 will not have a significant adverse environmental impact. The action involves the replacement, removal and addition of new overhead sign structures across State Routes 5, 5A, 12 and 30 within the highway boundary at seven locations within Oneida and Montgomery County. Five of the seven sites (Sites 3 through 7) will be in-kind structure replacements. The structure at Site 2 will be removed and replaced with a ground mounted sign. The only new structure will be in the City of Amsterdam between Division Street and Guy Park Avenue. The structure will span NYS Route 30 and the foundations will be placed behind the sidewalk adjacent to the National Register Eligible (NRE) property St. Ann's Episcopal Church. There will be no tree removals as a result of the sign placement. It was determined that the project will have No Adverse Effect to this or any other historic properties and coordination with the State Historic Preservation Office has been completed. The project is scheduled for construction beginning in the spring of 2012. The project is located in the Cities of Utica and Amsterdam, Town of Deerfield, and Village of Yorkville in Oneida and Hamilton Counties, New York.
