Project Description:

Applicant proposes to stabilize an approximately 330-foot stretch of the Cohocton River, which is a C(TS) stream, by removing gravel bar and installing five rock vanes and one J-hook, requiring an Article 15 Protection of Waters permit. Project consists of placement of 212 tons of rock, and removal of approximately 180 cubic yards of gravel that will be used as backfill on opposite side of creek. The project will also keep cattle out of the stream and enhance fish habitat. All disturbed areas will be seeded upon completion. Dewatering will occur by utilizing high flow channel. Plantings will be done upon completion. Project was designed by and being done in cooperation with Steuben County Soil & Water Conservation District and will be funded by a grant through the Upper Susquehanna Coalition.

Project Description:

The New York State Department of Environmental Conservation (DEC) is pursuing a Department Initiated Modification (DIM) to the State Pollutant Discharge Elimination System (SPDES) Permit (NY0001538), pursuant to 6 NYCRR Part 750-1.18, and 750-1.19, the Priority Ranking System known as New York State's Environmental Benefit Permit Strategy (EBPS).

The Hess Corporation - Rochester Terminal bulk oil storage facility, controls runoff stormwater from tank field areas by directing runoff into strip drains that border the tank field containment zones. The strip drains connect and drain to catch basins. Valves control stormwater flow, under gravitational head, into oil-water separators. Recovered oily product is diverted to storage units. The cleaned water is stored in separate units and pumped to a surge tank. From the surge tank, combined flow is pumped through the sand and carbon filtration systems and released into lift stations. The treated water is drained into an unlined on-site lagoon from which infiltration to groundwater takes place.

The following changes to the permit are proposed: - Monitoring for Ethanol, Naphthalene, Cadmium, and Lead, and Zinc have been added. - Groundwater effluent limits have been added. - Flow and site diagrams have been added.

Project Description:

In response to a recent slope failure which damaged an existing home, the applicant proposes to grade back the top of the remaining sections of bluff to reduce the likelihood of additional slope failures. The applicant is proposing to regrade approximately 6,300 square feet of bluff, remove approximately 950 cubic yards of soil and vegetation and temporarily stabilize the slope with a hydraulically applied erosion control product. All excavated material will be removed from the site. A long term solution is being designed and will be reviewed under a separate application. All of the proposed work is located within the regulated 300 foot NYS Freshwater Wetland (RE-1) adjacent area. The proposed work was previously authorized under an Emergency Authorization issued by the Department on June 3, 2011 and extended on July 1, 2011 with an expiration date of August 2, 2011. In accordance with the State's Uniform Procedures Act (6 NYCRR Part 621.12(g) the permittee may continue working pursuant to the emergency authorization until the permit is issued.
