Project Description:

The applicant proposes a discharge of up to 24,258 gallons per day of treated sanitary wastewater to groundwater from a secondary treatment system at the applicant's facility located at 726 US Rte 9, Schroon. The applicant plans to install an Advantex AX100 Treatment System, with 7 filter units, dosing chamber & pump, 15,000 gallon recirculation tank, 6 absorption beds, and 3 monitoring wells. The applicant plans to convert the property from a existing hotel to a condo and hotel facility, with up to 35 condo units in 8 buildings, and up to 35 motel units in 6 buildings, a lakefront lounge and grill, two utility/auxiliary buildings, and a main lodge containing two restaurants, an indoor and outdoor pool, and other resort amenities, with a total of 125 parking spaces. The project continues to be served by Town water supply. The project includes shoreline improvement work along 237' of frontage, consisting of replacement of existing gabion baskets and rock with stacked stone retaining wall along 100'L and installation of three 22'L x 4'H concrete retaining walls with rock toe protection, separated by 10' breaks containing rock and vegetation, total 137'L. The project includes future proposal for a 50-slip docking facility, which will be under the sole jurisdiction of NYS Office of General Services. The Department has made a tentative determination to issue a permit for a State Pollutant Discharge Elimination System (SPDES) permit under Article 17 of the Environmental Conservation Law. This tentative determination indicates that the discharge regulated under this statue is considered to satisfy regulatory standards for permit issuance, based on information available to the Department at this time. As a tentative determination, the Department seeks comments on the proposed regulated activity prior to making a final decision on permit issuance. As such, this tentative determination does not signify Department approval for or endorsement of the activity for which a permit is sought or for the overall proposed project. SPDES #NY-0256501

State Environmental Quality Review (SEQR) Determination:

Project is an Unlisted Action and will not have a significant impact on the environment. A Negative Declaration is on file. A coordinated review was not performed.

SEQR Lead Agency: None Designated

State Historic Preservation Act (SHPA) Determination:

A Structural-Archaeological Assessment Form has been completed. The proposed activity will not impact on registered, eligible or inventoried archaeological sites or historic structures.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Comments on this project must be submitted in writing to the Contact Person no later than Sep 23, 2011.
