Negative Declaration

Jefferson County - The Town Board of the Town of Clayton, as lead agency, has determined that the proposed Adoption of Town of Clayton Local Law Number 1 of 2011, "A Local Law to Amend Local Law No. 1 of 2007 (Wind Energy Facilities)" will not have a significant adverse environmental impact. The action involves the adoption of a Local Law to amend the existing local law that regulates the siting, approval, construction and operation of Wind Energy Facilities (Wind Law) including windmills. The Law will increase the setback requirements for Wind Energy Facilities from property lines for Non-Participating property owners, provide mitigation measures in the event the siting and operation of a Wind Energy Facility adversely affects property values in the Wind Overlay District, provide assurances that employees used in the construction of a Wind Energy Facility will, to the greatest extent possible, come from a local workforce and that components used in the construction of the Facility will, to the greatest extent possible, be manufactured domestically. The project is located throughout the Town of Clayton, New York.

Jefferson County - The Town Board of the Town of Watertown, as lead agency, has determined that the proposed Local Law No. 2 of the Year 2011 of the Town of Watertown will not have a significant adverse environmental impact. The action involves an amendment to Zoning Law to clarify certain definitions, add restrictions for outdoor kennels, clarify road access requirements for dwellings in the Business and Neighborhood Commercial Districts, and revise the schedule of regulations. The project is located throughout the Town of Watertown, New York.

Jefferson County - The City of Watertown, as lead agency, has determined that the proposed Site Plan Approval for a Communications Tower will not have a significant adverse environmental impact. The action involves the approval of an amended site plan for the construction of a 104 foot monopole wireless communications tower, a 360 square foot building, and a driveway and parking area. The tower will be located behind Parkside Bible Church, approximately 300 feet from the nearest residential structure. The project is located at 491 Eastern Boulevard in the City of Watertown, New York.
