Project Description:

The applicant is proposing the construction of 500 linear feet of temporary board road and a 150 feet by 100 feet work location around an existing well site located within New York State Freshwater Wetland MF-1. A 12 feet by 12 feet area will be isolated from the wetland by coffer dam, excavated to a depth of 5 - 7 feet and pumped dry to facilitate the plugging and abandonment of an existing gas well. Following completion of the well work the excavated material will be replaced, coffer dams removed and site restored. All work would have to be completed in accordance with a Plugging Permit to be issued by the Department's Division of Mineral Resources.

Project Description:

The Department has made a tentative determination to issue a permit modification to an existing permit issued to Garlock Sealing Technologies, LLC (formerly Garlock Inc.) to discharge process wastewater, non-contact cooling water and stormwater to Red Creek from a proposed new wastewater treatment plant (WWTP) which will treat process wastewater from the plant's sealing product manufacturing processes and existing process systems. Due to a modernization project including consolidating operations, the permittee has requested the following modifications: decommissioning of the old WWTP and hooking the new WWTP into the existing outfall 011, elimination of outfalls 003,014, 015, and 016 because they are no longer active, and addition of stormwater outfall 018 because stormwater was separated from process wastewater. In addition, the Department proposes many updates to the permit due to the new WWTP including increased monitoring of several parameters and the addition of limits at several outfalls: for Outfall 011 (also receiving sanitary) - pH range, effluent limits for Oil & Grease, Total Residual Chlorine (TRC), Zinc and Total Suspended Solids; for Outfall 005 (also adding non-contact cooling) - changes in pH range and a TRC limit; for Outfall 008 - change in pH range, limit for toluene and TRC; for Outfall 010 - change in pH range, and effluent limits for TSS, Oil & Grease, and Total Zinc. Several stormwater (SW) outfalls (012, 013, 017, 018) will receive flow monitoring, TSS limits and pH limits. A few SW outfalls will receive toluene monitoring and an Oil & Grease limit. Action levels for Lead and Iron at Outfall 017 and monitoring for Total Nickel at Outfall 011 will be removed based on 3 years of data. Best Management Plan, Discharge Notification, and Water Treatment Chemical requirements will be added to the permit. The project will be located within the 100-foot adjacent area of regulated wetland PA-13, within a previously disturbed industrial area therefore an Article 24 permit will be required. As a tentative determination, the Department seeks comments prior to making a final decision. The file is available at the Avon office.
