Project Description:

Package Pavement is a packager and distributor of cement and paving products. Two outfalls receive runoff from the yard area. The runoff passes through two oil/water separators and is discharged to grassy swales leading to an unnamed tributary of Leetown Brook.

In a letter dated September 10, 2010 the company requested modification of the SPDES permit to add outfalls 006 and 007 for two existing, previously unidentified subsurface sewage disposal systems serving the facility. In addition, construction of a stormwater detention pond upstream of outfall 005 and installation of a hydrodynamic separator upstream of outfall 002 were proposed to ensure conformance with NYS's Stormwater Management Design Manual.

A Total Suspended Solids (TSS) limit of 50 mg/l was added and the pH range limit changed to 6.0 - 9.0 SU to conform to the NYSDEC SPDES Multi-Sector General Permit for Stormwater Discharges Associated with Industrial Activity. Also added was a Best Professional Judgement (BPJ) limit for Settleable Solids (SS) of 0.1 ml/l.
No monitoring will be required for sanitary outfalls 006 and 007.

Project Description:

The New York State Department of Environmental Conservation (DEC) is pursuing a Department Initiated Modification (DIM) to the State Pollutant Discharge Elimination System (SPDES) Permit (NY0024538), pursuant to 6 NYCRR Part 750-1.18, and 750-1.19, the Priority Ranking System known as New York State's Environmental Benefit Permit Strategy (EBPS). This modification will also serve to renew the SPDES permit, the term of which was extended under the State Administrative Procedures Act (SAPA).

The Town of Fallsburg Loch Sheldrake Wastewater Treatment Plant has an existing treatment design flow of 0.7 mgd. Treatment consists of bar screens, aerated grit chambers, primary settling, rotating biological contactors, clarifiers and a chlorination tank for disinfection. Phosphorus removal by chemical addition and settling is included in the treatment process. Sludge is currently stabilized by anaerobic digesters and dried in drying beds. The sludge processing will be upgraded to include a gravity thickener and a sludge belt press for dewatering. The facility has surface discharge to Evans Lake, a class B water.

The following changes to the permit are proposed: - Updated permit pages and conditions reflect current permit language, Department guidance, format and nomenclature. - A seasonal water quality based effluent limit for ammonia has been added which will be effective from May 1 to October 31. - The monitoring frequency for ammonia sampling has been increased to monthly. - The total residual chlorine limit at Outfall 001 has been reduced from 2.0 mg/l to 0.1 mg/l. The existing limit of 2.0 mg/l will remain in effect as an interim limit until upgrades are completed in accordance with the schedule of compliance. - The seasonal disinfection period has been extended to May 1 - October 31. - A short term monitoring program has been added to the Schedule of Compliance to evaluate the presence of copper, zinc and bis(2ethylhexyl) phthalate at the Outfall 001 discharge. - Monitoring and reporting requirements have been added for outfall 001 for nitrate, nitrite and total dissolved solids. - A mercury minimization requirement has been added. - Monitoring Location Diagrams have been added.
