Project Description:

The applicant proposes the installation of two geothermal supply wells each rated at 50 GPM and two secondary diffusion wells. All four wells drilled to a depth of 200 feet. Also proposed is the installation of one water well rated at 50 GPM, drilled to a depth of 200 feet, to be used for irrigation purposes. The property is located on Windsor Drive, Old Westbury, Town of North Hempstead, Nassau County.

Project Description:

The Department of Environmental Conservation has undertaken a modification of the State Pollutant Discharge Elimination System (SPDES) permit pursuant to 6 NYCRR Part 750-1.18. The Department has initiated this modification to include Molybdenum as Monitor Only Substance in the current permit for groundwater discharges for Outfall 001.

Under 2010 New York State's Environmental Modification Permit Strategy (EBPS) program, the Department reviewed the facility's SPDES permit and issued a modified SPDES permit on September 1, 2010. Short term high intensity monitoring (STHIM) requirements for bromodichloromethane, dichlorodifluoromethane, bis(2-ethylhexyl) Phthalate and Molybdenum were included in the permit during the 2010 permit modification. In February 2011, the facility completed the STHIM requirements and submitted monitoring results to the Department.

The Department has reviewed the monitoring results. The monitoring results showed that bromodichloromethane, dichlorodifluoromethane and bis(2-ethylhexyl) Phthalate were not detected in the wastewater. Molybdenum was detected in the effluent wastewater with a highest concentration of 0.015 mg/l. Since, bromodichloromethane, dichlorodifluoromethane and bis(2-ethylhexyl) Phthalate were not detected in the effluent wastewater, no limit or monitoring requirement is necessary for these pollutants in the permit. Molybdenum has been included in the draft permit as Monitor Only Substance since Molybdenum was detected in wastewater with a signification level. Any time in the future if it becomes evidence that Molybdenum is causing the groundwater pollution, the Permit will be reopened to include necessary requirements to control Molybdenum discharges to the groundwater.

This draft permit has been modified from the existing SPDES Permit in the following ways:

Cultural resource lists and map have been checked. No registered, eligible or inventoried archaeological sites or historic structures were identified at the project location. No further review in accordance with SHPA is required.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.
