Project Title: Town of Inlet Hamlet of Inlet Sewer District Wastewater Collection and Treatment Facilities

Location: NY Route 28 (collection system installation in the right-of way and one crossing by directional bore), South Shore Road and Loomis Road (collection system and Wastewater Treatment Facility) in the Town of Inlet, New York.

Project Description: The project involves the creation of the Hamlet of Inlet Sewer District and the construction of a sewage treatment plant, installation of a sewer collection system, including three pump stations, and the discharge of treated water from the sewage treatment plant. The portions of the project located in Moderate Intensity constitute a major public utility use which is a class A regional project requiring an Adirondack Park Agency permit. The portions of the project located within the NYS Route 28 right-of-way are subject to Section 814 of the Adirondack Park Agency Act and require an 814 Order. A wastewater treatment plant is proposed to be located in the municipally owned Fern Park and two alternative locations for the discharge of the treated water from the sewage treatment plant are proposed. The first discharge alternative involves crossing the outlet between Fifth and Fourth Lakes using a directional drilling method and installing underground piping through Arrowhead Park. The discharge pipe will be installed approximately 500 feet into the waters of Fourth Lake. The second alternative involves discharging the treated water from the sewage treatment plant into the outlet between Fifth and Fourth Lakes. New York State Department of Environmental Conservation and the US Army Corps of Engineers have been involved in the review of this project.


Negative Declaration

Clinton County - The Town of Plattsburgh Town Board, as lead agency, has determined that the proposed Zoning Ordinance Airport Development District Map Amendment will not have a significant adverse environmental impact. The action involves a Zoning map amendment and the addition of Article 15 to the Zoning Ordinance which involves rezoning of 624 acres of the former County Airport property from Airport District to a planned Airport Development District. The Airport Development District includes standards for street layout and traffic circulation, pedestrian circulation, building siting and green space and is intended to encourage a unified plan of mixed use development. The project is located at the former Clinton County Airport south of NYS Route 3, west of Military Turnpike and north of the Saranac River in the Town of Plattsburgh, New York.

Essex County - The Town of Westport, as lead agency, has determined that the proposed Special Use Permit for Rolling Hills Farm will not have a significant adverse environmental impact. The action involves a farm-related private membership club as defined in the Town of Westport Land Use law, and includes a working farm located on property currently referred to as the Bessboro Farm. The property encompasses a total of approximately 1,229 acres that are presently divided into two primary functional land components:

1. Approximately 61.8 acres is the development area that includes an existing house and single-family residence and is the subject property for this Special Permit.
2. Additional land components, not part of the development area and not covered by this Special Permit include horse stables and paddocks, a farm, and a wood lot. By the terms of the definition of a Farm-Related Private Membership Club, at least 500 acres of farmland must be preserved in connection with the Club. In this case, over 1,000 acres of farmland have been preserved by conservation easement.

Rolling Hills Farm will provide a maximum of 150 club members and their families with accommodations that will include a choice of suites in a country-style lakeside manor and farm-style cottages. Members at the club will have the option to participate in the daily activities associated with operating the various components at the farm that will include maintaining a diversity of livestock and crops.

The project is located at 72 Maple Way in the Town of Westport, New York.

Saratoga County - The City of Saratoga Springs Planning Board, as lead agency, has determined that the proposed Redevelopment of Lillian's Parking Lot will not have a significant adverse environmental impact. The action involves the demolition of an existing parking structure and the construction of a new 5 story mixed use building with below grade parking garage. The first floor will contain 11,500 square feet of retail, second floor will contain 11,500 square feet of commecial/office space and floors 3 and 4 will consist of 16 residential units. A new 8 inch sanitary line will be constructed within Gardner Alley and the alley will be repaved with decorative stamping treatment. The project is located at 420 Broadway in the City of Saratoga Springs, New York.
