Meeting Notice

Shandaken SPDES Semi-Annual Meeting

The New York City Department of Environmental Protection (NYC DEP) is pleased to announce that the next semi-annual public meeting, held per the Shandaken SPDES permit, will be held from 1:00 p.m. to 3:00 p.m. on Wednesday, August 31, 2011, at Windham Mountain Ski Center, 33 Clarence D. Lane Road Windham, NY 12496. NYC DEP and its partners will discuss the progress of several projects in the Schoharie Reservoir watershed.

The meeting is open to the public and public input is welcome.

Public Notice

The New York State Department of Environmental Conservation (NYS DEC) has received a Brownfield Cleanup Program (BCP) application from FB Orangetown LLC C/O RD Management LLC for a site known as the Orangeburg Commons, Site ID C344073. This site is located in the Town of Orangetown, within the County of Rockland and is located at 170 Route 303. Comments regarding this application must be submitted no later than September 12, 2011. Negative Declaration

Dutchess County - The Town of Amenia Town Board, as lead agency, has determined that the proposed Local Law to Amend the Zoning Map of the Town of Amenia will not have a significant adverse environmental impact. The action involves an amendment to the Town of Amenia Zoning Map by adding 65 ± acres of real property to the Soil Mining Overly (SMO) District. The project is located on Sinpatch Road in the Town of Amenia, New York.

Dutchess County - The Village of Wappingers Falls Board of Trustees, as lead agency, has determined that the proposed Adoption of Amendments to Section 151-3 entitled "Definitions" and Section 151-12 entitled "Signs" of the Village of Wappingers Falls Zoning Law, and Adoption of a Sign Design Manual will not have a significant adverse environmental impact. The action involves the adoption of amendments to Section 151-3 entitled "Definitions" and Section 151-12 entitled "Signs" of the Village of Wappingers Falls Zoning Law under the provisions of Section 7-708 of the New York State Village Law and Article V of the Village of Wappingers Falls Zoning Law, and adoption of a Sign Design Manual. These individual actions are related to one another and are therefore evaluated together. The Zoning amendments will add a definition of "premises" to the Zoning Law. They will also add provisions for changeable copy signs, parted signs, and seasonal signs; will amend the existing provisions for accessory window signs, temporary signs, and sandwich signs; will increase the permitted sign area of signs in the Central Business (CB) District; will add provisions for signs in cases where two (2) or more establishments share a lot or parcel or are part of a shopping plaza, office or business center in the Neighborhood Business (NB) District and Office Business (OB) District; will amend the existing sign design criteria; and will add a subsection allowing the Planning Board to grant a waiver from the sign provisions under certain circumstances; in additional to other incidental changes necessitated by these amendments. The illustrated Sign Design Manual is intended to encourage effective signs that enhance the character of the Village's business districts. The Zoning amendments and Sign Design Manual will apply Villagewide, are designed to protect the health, safety and welfare of Village residents, and are consistent with the recommendations of the Village's adopted Comprehensive Plan and the Greenway Compact Program and Guides for Dutchess County Communities. The project is located throughout the Village of Wappingers Falls, New York.

Positive Declaration and Public Scoping

Westchester County - The Irvington Planning Board, as lead agency, has determined that the proposed Continuum Assisted Living Facility may have a significant adverse impact on the environment and a Draft Environmental Impact Statement must be prepared. A public scoping session will be held on September 7, 2011 at 8:30 p.m. at the Irvington Village Hall. The action involves the redevelopment of a developed 4.63 acre property with 105,000 square foot assisted living facility with 121 total units and 50 off-street parking spaces which will require an amendment to the existing MF Zoning District. The project is located at 30 South Broadway in Irvington, New York.

Notice of Acceptance of Draft SEIS and Public Hearing

Orange County - The Town of Monroe Planning Board, as lead agency, has accepted a Draft Supplemental Environmental Impact Statement on the proposed Forest Edge Subdivision. A public hearing on the Draft SEIS will be held on September 6, 2011 at 7:30 p.m. at the Senior Center, 101 Mine Road, Monroe, NY. Written comments on the Draft SEIS will be accepted until September 30, 2011. The Draft SEIS is available from Mary Ellen Beams, Town Clerk, Town of Monroe 11 Stage Road Monroe, NY 10950; Town of Monroe Library and on line at: http://www.monroeny.org.

The action involves Subdivision Approval of a proposed 55 lot subdivision for the purpose of creating single family homes that will be also eligible for the addition of accessory apartments at the owner's request. The property will require the creation of public streets to serve the properties and on site stormwater retention, as well as creation of water, sewer and other utilities to serve the site.

The property was subject of a previous review under a DEIS adopted by the Town of Monroe Planning Board on August 9th, 2005. The public hearing for the DEIS was held and closed on September 20, 2005. Because of significant changes to the project, and additional questions regarding environmental impacts, the Town of Monroe Planning Board directed that these be formally addressed in a SEIS, with the scoping document adopted on November 17, 2009. This SEIS is limited to the discussion of the topics as outlined in the SEIS Scoping Document.

The project is located at Mountain Road and Forest Road in the Town of Monroe, New York.
