Notice of Availability and Public Information Session

Draft Water Quality Review of impacts of deicing fluid application at JFK Airport on Dissolved Oxygen and other parameters in Jamaica Bay.

Summary: The Port Authority of New York and New Jersey (Port Authority) has submitted a Draft Water Quality Modeling Report (WQMR) for the receiving waters surrounding the John F. Kennedy International Airport (JFK) to the New York State Department of Environmental Conservation (NYS DEC), pursuant to requirements of State Pollution Discharge Elimination System Permit (SPDES) Permit # NY-0008109. The report is available for public review at the locations listed below. A Public Information Session to present the results of the report and receive comments will be held at the Sheraton JFK, JFK Ballroom, 132-26 South Conduit Avenue, Jamaica, NY, 11430 on September 14, 2011 from 6:00 p.m. to 8:00 p.m. Written comments on the Draft WQMR should be submitted to: Marc Helman, The Port Authority of NY & NJ, Environmental Engineering Unit, 2 Gateway Center, 14th Floor, Newark, NJ 07102 and received by no later than October 14, 2011.

NYS DEC issued a State Pollution Discharge Elimination System Permit (SPDES Permit # NY-0008109) to the Port Authority for wastewater discharges at JFK on September 27, 2007. The permit authorized discharge of wastewater, including but not limited to, stormwater runoff from runways, taxiways, paved aprons, roadways, parking fields, and landscaped areas into receiving waters (Jamaica Bay, Head of Bay, Bergen Basin, Thurston Basin) surrounding the airport.

Special Condition 1 of the permit required the Port Authority to "...conduct a one time modeling study..." to verify the expectation that "[t]he dissolved oxygen [DO] deficit associated with glycol use is...compensated by available dissolved oxygen... during the deicing season. The model was designed to project dissolved oxygen levels in the receiving waters at maximum glycol and stormwater loading conditions. Special Condition 1 also requires that a Public Information Session be held subsequent to the submission of the Draft WQMR to present the report and solicit comments from the public.

This notice provides information about the availability of the Draft WQMR and the Public Information Session. After receipt of comments, the Port Authority will prepare and submit a Response to Comments to NYS DEC and consider comments in modifying the WQMR.
