Project Description:

The applicant proposes to develop and operate a 5.0 acre surface sand and gravel mine within a 111.2 acre parcel off of Tiffany Road. The project site is on property owned by Marks Farm and lies 350 feet east-southeast of Tiffany Road, approximately 5,500 feet southwest of NYS Route 12. The mine is intended to operate as a traditional surface extraction of the Plainfield fine sandy loam and Plainfield and Hartland fine sandy loam soil types on the site. Mining is proposed to take place below the seasonal high water table. Excavation will be done by track hoe and then loaded onto dump trucks. Mining is proposed to remove approximately 120,000 cubic yards sand over the estimated 10 -15 year operational life of the mine. Material will generally be mined as unprocessed run-of-bank sand and no processing of material is planned. Final reclamation will restore the site to hay and corn crop production. Mine areas will be graded and stockpiled topsoil will be spread around the edges and seeded with a hay field mix or planted to corn. The reviewed life-of-mine area is 5.0 (LOM) acres.

State Historic Preservation Act (SHPA) Determination:

Cultural resource lists and map have been checked. No registered, eligible or inventoried archaeological sites or historic structures were identified at the project location. No further review in accordance with SHPA is required.

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Project Description:

The applicant proposes to expand the existing sand and gravel mining operation to include an additional 98.1 acres of land to the currently approved 26.9 acres life of mine area within a 149.46 acres parcel owned by Seaway Timber Harvesting Inc. The project site is located on the north side of the Plum Brook Road (County Road 38), approximately 2,300 feet north of the intersection of the Joy Road and Plum Brook Road, in the Town of Norfolk, St. Lawrence County. The mine is intended to operate as a traditional surface extraction of the Adams series of sand and Croghan sand which are the predominate soil types on the site. Mining is proposed for below the local water table. Excavation will be done by mechanical equipment, standard for sand and gravel mining operations, and for removal of material below the local water table. Mining is proposed to remove over 1,000 tons-per-year of aggregate sand and gravel over the estimated 15 year operational life of the mine. Material will be stockpiled as unprocessed "run-of-bank", or processed with portable screens and crushers. Maximum processing rates for the screen and crushing operations will not exceed 150 tons-per-hour (TPH). Final reclamation will restore the site to a +/-98 acre uniformly graded and re-vegetated open land and ponds. Upland reclamation will include the replacement of stockpiled topsoil, and re-seeding with an approved USDA SCS seed mixture. The reviewed expansion life-of-mine area is 98.1 (LOM) acres.
