Project Description:
The Department has prepared a draft permit and has made a tentative determination to issue a State Facility Permit to Ocean Steel for continued operation of the existing facility. Ocean Steel Corporation receives steel structural members (I-beams) and prepares the I-beams for assembly by cutting, punching holes, welding or bolting attachments and coating the beams with a rust preventative. Emissions of volatile organic compounds will be limited to less than 10 tons per year to avoid applicability to 6 NYCRR 228. Emissions of hazardous air pollutants will be capped to keep Ocean Steel an area source (and not a major source) of hazardous air pollutants.
Ocean Steel is subject to 6 NYCRR Part 212, the Department's air toxics, particulate and opacity rule applicable to general process sources, and 40 CFR Part 63, Subpart XXXXXX, the EPA's rule applicable to metal fabricating facilities. The application and draft permit are avilable for review in the DEC Cortland Office.

Filed application documents, and Department draft permits where applicable, are available for inspection during normal business hours at the address of the contact person. To ensure timely service at the time of inspection, it is recommended that an appointment be made with the contact person.
State Environmental Quality Review (SEQR) Determination:
Project is not subject to SEQR because it is a Type II action.
SEQR Lead Agency: None Designated
State Historic Preservation Act (SHPA) Determination:
The proposed activity is not subject to review in accordance with SHPA. The permit type is exempt or the activity is being reviewed in accordance with federal historic preservation regulations.
Coastal Management:
This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.
Opportunity for Public Comment:
Comments on this project must be submitted in writing to the Contact Person no later than Aug 26, 2011.

Project Description:
The Department has made a tentative decision to issue a new discharge permit for 5 existing emergency overflow outfalls from the Vestal sanitary sewer system to the Susquehanna River. The outfalls are from existing pump stations identified as Imperial Woods, African Road, Willow Creek, Kost and Campus Drive. The permit sets monitoring protocols, Best Management Practices and reporting requirements in accordance with EPA standards. The application and draft permit are available for review in the Cortland Office.
