Orange County - The New York State Office of Parks, Recreation and Historic Preservation (NYS OPRHP), as lead agency, has determined that the proposed Triploid Grass Carp Stocking at Lake Stahahe will not have a significant adverse environmental impact. The action involves the stocking of triploid grass carp (Ctenopharyngodon idella) in Lake Stahahe in Harriman State Park for the control of the aquatic invasive plant Brazilian elodea (Egeria densa). The stocking will be done under permit from New York State Department of Environmental Conservation (NYS DEC) and will include the installation of a containment device in the outlet stream to prevent carp from escaping from the lake and impacting downstream habitat. The project will also include follow-up monitoring to assess the results of the stocking. The project is located in the Harriman State Park in the Town of Tuxedo, New York.

Conditioned Negative Declaration
Westchester County - The Town of North Castle Planning Board, as lead agency, has determined that the proposed Assisted Living - 90 Business Park Drive will not have a significant adverse environmental impact provided specific conditions are met. There will be a 30 day public comment period commencing with the date of this notice.
The action involves the development of a 6.44 acre site with 140 assisted living units and a total of 67 off-street parking spaces. The proposed action includes amending the existing Planned Light Industry (PLI) zone to allow assisted living developments as a Special Permit use, subject to approval by the Town Board. The height proposed for the assisted living facility would be 3 stories. The proposed action requires approval of the special permit by the Town Board of the Town of North Castle, with review and recommendation from the Town Planning Board. Subsequently, Planning Board approval of the site plan would be required. The project is located at 90 Business Park Drive in Armonk, Town of North Castle, New York.
The conditions are: The Town of North Castle Sewer District #2 shall receive approval from the New York State Department of Environmental Conservation (NYS DEC) to expand the sewer plant by an additional 50,000 gallons per day for a total plant capacity of 500,000 gallons per day, prior to the issuance of a building permit associated with the Proposed Action.

Positive Declaration and Public Scoping
Westchester County - The White Plains Common Council, as lead agency, has determined that the proposed Open Space Recreation Zoning District may have a significant adverse impact on the environment and a Draft Environmental Impact Statement must be prepared. A public scoping session will be held on August 1, 2011 at 7:30 p.m. at the City of White Plains City Hall, 255 Main Street, White Plains, NY. The action involves a Zoning Ordinance amendment to establish a new Open Space Recreation District (OSRED) and amend the Zoning Map to designate as OSRED, those properties which are listed as "Parks and Open Space" on the 1997 Comprehensive Plan Land Use Map, which are located in the R1-12.5 and R1-30 Zoning Districts, and which are not owned by the City of White Plains or the White Plains School District.
The properties affected by the proposed action include Westchester Hills Golf Club, 401 Ridgeway; French American School of New York, 336 Ridgeway (former Ridgeway Country Club); Fenway Country Club, 384 Old Mamaroneck Road; Maplemoor Golf Course, 1128 North Street (County Parkland), and certain lands along the Hutchinson River Parkway all in the City of White Plains, New York.

Notice of Acceptance of Draft EIS and Public Hearing
Westchester County - The Town of Yorktown Town Board, as lead agency, has accepted a Draft Environmental Impact Statement on the proposed Croton Overlook Corporation. A public hearing on the Draft EIS will be held on August 2, 2011 at 6:00 p.m. at the Shrub Oak Memorial Park, 3800 Sunnyside Street, Shrub Oak, New York 10588 (In the event of inclement weather, the public hearing will be held in the Yorktown Town Hall Board Room, 363 Underhill Avenue, Yorktown Heights, NY 10598, at the same date and time. A message will be posted on the Town's website: www.yorktownny.org, on August 2, 2011 indicating if the venue will be moved to 363 Underhill Avenue due to inclement weather). Written comments on the Draft EIS will be accepted until August 15, 2011. The action involves the application which pertains to certain real property comprised of 62.76 acres, that are presently zoned R1-160. Croton Overlook is seeking a zone change to RSP-1: Age-Oriented Community (55 and older) to construct a 72 lot subdivision, which includes 35 buildings, containing a total of 70 residential fee simple duplex units for active adult housing, and including one open space lot, consisting of a protected land preservation parcel of approximately 44 acres. The project is located east of the intersection of New York State Routes 134 and 100 in the Town of Yorktown, New York.
