Project Description:
Applicant proposes to construct a 69 lot residential subdivision with two appartment complexes on a 47 acre parcel along Island Road in the Town of Cicero. The project will result in 0.01 acre impacts to a federally-protected wetland, as well as 1.84 acre impacts to the protected adjacent area of class 2 state-protected wetland CIC 17, primarily resulting from construction of a storm water basin and road installation.

State Environmental Quality Review (SEQR) Determination:
Project is an Unlisted Action and will not have a significant impact on the environment. A Negative Declaration is on file. A coordinated review was performed.
SEQR Lead Agency: Cicero Town Planning Board
State Historic Preservation Act (SHPA) Determination:
A cultural resources survey has been completed. Based on information provided in the survey report, the New York State Office of Parks, Recreation and Historic Preservation (OPRHP) has determined that the proposed activity will have no impact on registered or eligible archaeological sites or historic structures. No further review in accordance with SHPA is required.
Coastal Management:
This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Project Description:
Applicant proposes to perform maintenance dredging of approximately 1,445 feet of the channel from South Sandy Pond into North Sandy Pond. Mechanical dredging with excavator from shoreline, used at locations where landowners' permission has been obtained. Limited to center portion of existing channel and will result in approximately 5,651 cubic yards of material to be removed, and dredged spoils to be placed at an upland site located at 278 Ouderkirk Road in the Town of Sandy Creek. Application and project plans are available for review in the DEC Cortland office.
