Project Description:
The applicant requests permits for expansion of the existing Gaines Marina, located at 141 Lake Street, Village of Rouses Point, and owned by Gaines Marina & Services, Inc. The proposal inclues: 1) construction of a new 262' long by 40' wide (at base) rock breakwater, to extend eastward of the existing breakwater, 2) installation of a 120' long by 8' wide floating breakwater, to extend north of the new rock breakwater, 3) installation of thirty new dock fingers (each section 60' long by 8' wide) on the north side of the marina, to be anchored with 4' by 4' by 1' concrete anchors. The new docks will provide 65 additional slips at the marina, for a total capcity of 200 boats.

State Environmental Quality Review (SEQR) Determination:
Project is an Unlisted Action and will not have a significant impact on the environment. A Negative Declaration is on file. A coordinated review was performed.
SEQR Lead Agency: NYS Department of Environmental Conservation
State Historic Preservation Act (SHPA) Determination:
The proposed activity is not subject to review in accordance with SHPA. The permit type is exempt or the activity is being reviewed in accordance with federal historic preservation regulations.
Coastal Management:
This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.
Opportunity for Public Comment:
Comments on this project must be submitted in writing to the Contact Person no later than Jul 29, 2011.
