Project Description:

The applicant proposes to expand mining operation on Benjamin Mangan's property located on the south side of the Middle Road approximately 2 miles west of the Jefferson and Lewis County Border. The proposed expansion would add another 3.4 acres to the approved 1.6 acres life of mine area. The proposed expansion is within the mined land area which was originally permitted in 1996 and reclaimed in 2001. The mine is intended to operate as a traditional surface extraction of the Blasdell series silt loam which is the predominate soil type on the site. Mining is proposed for below the local water table. Excavation will be done by mechanical equipment, standard for sand and gravel mining operations, and for removal of material below the local water table. Material will be stockpiled as unprocessed "run-of-bank", or processed with portable screens and crushers. Maximum processing rates for the screen and crushing operations will not exceed 150 tons-per-hour (TPH). Final reclamation will restore the site to a +/- 3.4 acre uniformly graded and re-vegetated open land. The reviewed expansion life-of-mine area is 3.4 (LOM) acres.

State Historic Preservation Act (SHPA) Determination:

Cultural resource lists and map have been checked. No registered, eligible or inventoried archaeological sites or historic structures were identified at the project location. No further review in accordance with SHPA is required.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Opportunity for Public Comment:

Project Description:

Applicant proposes to construct a new 16-ft driveway approximately 160 ft (+-) west of an existing driveway to give an adequate sight line for entering and exiting the property at 8859 St Rte 20. The project involves placing approximately 250 cu. yds of #2 Crusher Run fill in FWW C-35 and its 100-ft adjacent area to construct the driveway. In addition, an existing culvert - 15" X 20' - is to be moved approx. 30' to the east to allow better vehicle access to the new driveway.
