Project Description:

The Town proposes to replace an existing culvert under Biechman Road. The replacement culvert will be set approximately 12 inches lower than the current culvert and this will lower the water level of freshwater wetland R-10, which is directly upstream of the culvert. The downstream channel from the culvert, which is also wetland, will be excavated for a distance of up 500 feet to remove accumulated soil and debris in it to allow for proper drainage. The new culvert will help to alleviate occasional flooding of the roadway.

Project Description:

The applicant proposes to hand install trout habitat improvement structures in the East Branch of the Delaware River. The structures include bank ledge cover, bluestone cover structures, felled tree cover, deepening the thalweg of the river by hand, and creating underwater structure by moving small loose boulders by hand to create feeding lies and winter habitat. The project is located on property owned by NSYDEC (Tomannex State Forest) and the applicant has signed an agreement for a Stewardship Program with the Department. The project is located off State Highway 30 west of Shinhopple, between Shinhopple and Houck Mountain Road.

Project Description:

Stiefel Laboratories, Inc. is transitioning from a facility manufacturing dermatological products to a facility which will manufacture and package oral care products (i.e., toothpaste). Proposed site development includes construction of a Wastewater Treatment Plant (WWTP), decommissioning of the existing WWTP, construction of raw material bulk storage silos and aqueous storage tanks, expansion of an existing building, expansion of an existing access road and conversion of existing site gravel access ways to asphalt. The total acreage of new impervious area is 2.27 acres. Total acreage of site disturbance is approximately 11.6 acres, of which approximately 1.5 acres is conversion of the existing pond into a stormwater treatment pond.

Impacts to jurisdictional waters of the U.S. will be related to construction of an access road to the new wastewater treatment plant and conversion of the existing isolated pond to a stormwater treatment pond. Approximately 0.046 acre of federally regulated wetlands and 140 linear feet of stream channel will be permanently impacted by the project.

Mitigation will comprise placement of a restrictive covenant on the unnamed tributary of Thorpe Creek that flows through the southern section of the facility property. Additionally, a restrictive covenant will be placed on an adjacent 50 foot buffer on both sides of the stream or to the property line where the distance between the stream and the property line is less than 50 feet.
