Project Description:

This proposal includes a 3 lot subdivision of a 56 acre parcel currently developed with one single family home and accessory buildings. Two Class AA Special tributaries to Mill River bisect the site, running generally parallel to one another and draining into an on-site pond. The pond is a portion of NYS Freshwater Wetland D-16 (Class I), and the boundary of this wetland extends up the two on-site streams, creating two wetland fingers. The development of the two additional lots requires the following activities subject to DEC jurisdiction:

1. Upgrading an existing access trail, including replacement of an existing culvert which carries the southern most tributary to Mill River (also NYS Freshwater Wetland D-16), to accomodate the construction of a common driveway and provide immediate access to proposed lot 2;
2. Construction of a timber vehicular bridge over the northern most tributary to Mill River (also NYS Freshwater Wetland D-16), to provide access to proposed lot 3;
3. Construction of a total of approximately 300 linear feet of 14 foot wide gravel driveway within the 100 foot adjacent area of NYS Freshwater Wetland D-16; and
4. The reconstruction of an existing on-site dam, which impounds the on-site pond.

Based on information provided in the survey report, the New York State Office of Parks, Recreation and Historic Preservation (OPRHP) has determined that the proposed activity will have no impact on registered or eligible archaeological sites or historic structures. No further review in accordance with SHPA is required.

No disturbance to the wetland is proposed; the total area of disturbance to the adjacent area of the wetland is 0.16-acre. The project is located on Hill Boulevard (west side) in the Town of Yorktown, Westchester County.
