Project Description:

Lapp Insulators LLC has submitted an application to replace its Title V Facility Permit, originally issued August 10, 1999, with an Air State Facility Permit, to reflect changes in operations. Lapp Insulators manufactures ceramic and silicone rubber electrical insulators. The changes include removal of a natural gas fired kiln, two gas fired dryers, and two paint spray booths, and the addition of nine gas fired insulator mold dryers and a gas fired oven.

Facility operations include: natural gas fired boilers; clay insulator mold cutting and forming operations; natural gas fired dryers for clay insulator mold drying; gas fired kiln dryers for clay insulator mold drying prior to final firing; gas fired tunnel kilns for firing finished clay insulator molds; gas fired periodic kilns for firing finished clay insulator molds; a gas fired silicone rubber bonding oven; metal part coating operations; a gas fired air compressor; silicone spraying operations; and insulator cap cement filling operations.

Lapp Insulators proposes limiting boiler and kiln operation to restrict facility emissions of oxides of nitrogen (NOx) to 88.2 tons per year, below the 100 ton per year applicability thresholds of 6NYCRR Part 201-6 Title V Facility Permits, Part 212.10 Reasonably Available Control Technology (RACT) for Major Facilities, and Part 227-2 RACT for Major Facilities of NOx.
The facility was previously subject to Part 201-6 Title V Facility Permits due to potential emissions of particulates in excess of 100 tons per year. Removal of process sources and limited boiler and kiln operation limiting NOx emissions will also reduce potential particulate emissions to below the 100 ton per year Title V threshold.

Availability of Application Documents:

Filed application documents, and Department draft permits where applicable, are available for inspection during normal business hours at the address of the contact person. To ensure timely service at the time of inspection, it is recommended that an appointment be made with the contact person.

State Environmental Quality Review (SEQR) Determination:

Project is an Unlisted Action and will not have a significant impact on the environment. A Negative Declaration is on file. A coordinated review was not performed.

SEQR Lead Agency: None Designated

State Historic Preservation Act (SHPA) Determination:

Cultural resource lists and map have been checked. No registered, eligible or inventoried archaeological sites or historic structures were identified at the project location. No further review in accordance with SHPA is required.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Opportunity for Public Comment:

Comments on this project must be submitted in writing to the Contact Person no later than Jul 22, 2011.
