Herkimer County - The Town of Russia, as lead agency, has determined that the proposed Zoning Amendment will not have a significant adverse environmental impact. The action involves the proposed modifications to the present land use ordinance to better align the existing ordinance, adopted in 1982, with the current comprehensive plan, which was adopted in 2005. The proposed modifications contain general provisions, including purpose and goals of the ordinance; permits and procedures; definitions; and supplemental regulations. The supplemental regulations include principal buildings per lot; existing undersized lots of record, non-conforming uses, lots, and structures; outdoor lighting; individually sited mobile homes; and mining and excavations. The project is located throughout the Town of Russia, New York.

Jefferson County - The Town Board of the Town of Watertown, as lead agency, has determined that the proposed Local Law No. 1 of the Year 2011 of the Town of Watertown will not have a significant adverse environmental impact. The action involves an amendment to Zoning Law to authorize the Town Board to appoint alternate members for the Town of Watertown Planning Board and Town of Watertown Zoning Board of Appeals. The project is located throughout the Town of Watertown, New York.

St. Lawrence County - The New York State Department of Environmental Conservation (NYS DEC), as lead agency, has determined that the proposed Mine Expansion by Antler Aggregates LLC will not have a significant adverse environmental impact. The action involves a proposal by the applicant to expand the existing mining operations to include additional 4.0 acres to the currently approved 19.7 acres life of mine area. The project site is the applicant's property. The mine is intended to operate as a traditional surface extraction of the Waddington gravelly sandy loam which is the predominated soil type on the site. Mining is proposed for above the local water table. Excavation will be done by mechanical equipment, standard for sand and gravel mining operations, and for removal of material above the local water table. Material will be stockpiled as unprocessed "run-of-bank", or processed with portable screens and crushers. Maximum processing rates for the screen and crushing operations will not exceed 150 tons-per-hour (TPH). Final reclamation will restore the site to a 4 ± acre uniformly graded and re-vegetated open land. Reclamation will include the replacement of stockpiled topsoil, and re-seeding with an approved USDA SCS seed mixture. The reviewed life-of-mine area expansion is 4.0 (LOM) acres. The project is located east of County Route27, approximately 900 feet south of Deans Corners in the Town of Pierrepont, New York.
