This department has made a tentative decision to approve a State Pollutant Discharge Elimination System permit modification and permit renewal to discharge untreated non-contact cooling wastewater and stormwater to the Long Island Sound from an existing point at the applicant's facility located at 300 Steamboat Road, Kings Point, Town of North Hempstead, Nassau County. The tentative determination indicates that the discharge regulated under this statute is considered to satisfy regulatory standards for permit issuance, based on information available to our agency at this time. This department seeks comments on the proposed activity prior to making a final decision on permit issuance. As such, this tentative determination does not signify department approval for, or endorsement of, the activity for which a permit is sought or for the overall proposed project.

Applicant proposes to set the monthly average influent TKN load trigger to 113 pounds per day. The trigger condition is based on the design parameter for influent TKN as outlined in the Facility Plan. If the monthly average influent TKN load reaches the trigger condition of 113 pounds per day, and the total nitrogen individual twelve month rolling average exceeds 2 months in a four months consecutive period, the Village of Northport will evaluate other engineering solutions or alternatives that are acceptable to the Department in order to continue to meet the 2014 Long Island Sound total nitrogen limit.

Project Description:

The applicant proposes to replace an existing 23KV submarine electric cable with a new cable that has a 35KV capacity and an overall diameter of 6 inches. The proposed cable will enter the Great South Bay at the south end of Beach Drive in West Islip, run toward the Robert Moses Causeway, maintain a distance of approximately 300 feet from the bridge until it nears and continues on to Captree Island. Installation methods include a combination of mechanical trenching (land applications only), jet plowing, hand jetting in near-shore area near sensitive resources, and directional drilling on Captree Island.

A Restoration Plan with provisions for pre-disturbance and long term monitoring is included in the application in order to address areas of submerged aquatic vegetation (Eelgrass) affected by the cable installation.
