Project Description:

Remove a part of a 15'-20' high embankment south of an existing 6' X 6' box culvert to create an open, high-level overflow channel. The overflow channel will be approximately 20' wide X 83' long X 18' deep, one foot higher than the bottom of the culvert, would prevent extreme high water levels from flooding adjacent properties, and will restore the area to approximate conditions that existed prior to construction of a railroad bed by Southern New York Railway. The project will involve removal of approximately 2300 cu yds of the embankment using heavy equipment.

In addition, a road will be constructed to allow access to the upstream end of the existing culvert. The road will be approximately, 80' X 12' X 4' and will be constructed using 150 cu yds of the material excavated from the overflow channel.

Project Description:

The New York State Department of Environmental Conservation (DEC) is pursuing a Department Initiated Modification (DIM) to the State Pollutant Discharge Elimination System (SPDES) Permit (NY0002658), pursuant to 6 NYCRR Part 750-1.18, and 750-1.19, the Priority Ranking System known as New York State's Environmental Benefit Permit Strategy (EBPS). This is a renotice of the Notice of Intent to Modify published in the Environmental Notice Bulletin on 11/10/2010.

The Brownville Specialty Paper facility is a manufacturer of paper products which has since closed. The following changes to the permit are proposed: The process wastewater discharge though Outfall 001 to surface water has been deleted since the facility is no longer in operation. All related information to this Outfall has been deleted. The facility has a discharge to groundwater of less than 10,000 gpd.

Project Description:

The Department of Environmental Conservation has made a tentative determination to approve an application to modify the State Pollutant Discharge Elimination System (SPDES) permit # NY0236233 for Higley Flow State Park in Colton, St. Lawrence County.

The proposal is to reconstruct an existing seasonal use (4 months per year) dump station which experienced an absorption bed failure in 2010. The existing dump station will be expanded to provide two traffic lanes. A new 4000 gallon septic tank, gravity alternating dosing chamber and two (2) new 720 square foot absorption beds will be installed as part of the project. The existing dump station will be removed with the exception of the leach field area which will be abandoned in place. The estimated flow is 1, 350 gallons per day (GPD).
