Project Description:

The Department has made a tentative determination to issue a new Part 360 Solid Waste Management Permit for an existing 2 million gallon concrete bunker which is proposed to be permitted for storage of non-recognizable food waste at a volume of more than 10 percent (%) the total volume of the tank. The tank is currently permitted to store manure (in any volume) and less than 10 % of the total volume of non-recognizable food wastes under the facility's CAFO permit. The tank will store wastes prior to landspreading under a Registration pursuant to 6 NYCRR Part 360-4. As a tentative determination, the Department seeks comments prior to making a final decision. The file is available for review and comment at NYSDEC Region 8.

Availability of Application Documents:

Filed application documents, and Department draft permits where applicable, are available for inspection during normal business hours at the address of the contact person. To ensure timely service at the time of inspection, it is recommended that an appointment be made with the contact person.

State Environmental Quality Review (SEQR) Determination:

Project is an Unlisted Action and will not have a significant impact on the environment. A Negative Declaration is on file. A coordinated review was not performed.

SEQR Lead Agency: None Designated

State Historic Preservation Act (SHPA) Determination:

Cultural resource lists and map have been checked. No registered, eligible or inventoried archaeological sites or historic structures were identified at the project location. No further review in accordance with SHPA is required.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Opportunity for Public Comment:

Project Description:

Applicant proposes to install a box culvert within existing bridge abutments in Cameron Creek, a Class C(T) stream, as part of bridge replacement requiring an Article 15 Protection of Waters Permit. Project includes concrete wing walls on all 4 corners, placement of 3 eight-foot rock vanes on 30-degree upstream angle into the channel to better align creek with culvert, and shape & shoal of existing gravel deposit consisting of removal of 50 cubic yards of gravel, all within an approximately 180-foot stretch of creek.
