Project Description:

The applicant proposes a redevelopment project involving the demolition of 4 residential structures and parking areas for the construction of a 14,673 sf Rite Aid pharmacy and associated parking area. Construction will result in filing of approximately 0.07 acres of federal wetlands/waters on the parcel. The proposed project site encompasses a total of approximately 2.17 acres and is located along the north side of Route 7, east of Legion Drive and west of Campus Drive in the Village of Cobleskill.

Availability of Application Documents:

Filed application documents, and Department draft permits where applicable, are available for inspection during normal business hours at the address of the contact person. To ensure timely service at the time of inspection, it is recommended that an appointment be made with the contact person.

State Environmental Quality Review (SEQR) Determination:

Project is an Unlisted Action and will not have a significant impact on the environment. A Negative Declaration is on file. A coordinated review was performed.

SEQR Lead Agency: Cobleskill Village Board

State Historic Preservation Act (SHPA) Determination:

Based on the information provided in cultural resources survey reports for this project, the New York State Office of Parks, Recreation and Historic Preservation (OPRHP) has determined that the proposed activity will have an impact on registered or eligible archaeological sites or historic structures. Measures have been undertaken in consultation with OPRHP to avoid or mitigate impacts to registered or eligible resources. These agreed upon measures conclude the SHPA review.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Opportunity for Public Comment:

Comments on this project must be submitted in writing to the Contact Person no later than Jun 09, 2011.
