Negative Declaration

Saratoga County - The New York State Energy Research and Development Authority (NYS ERDA), as lead agency, has determined that the proposed Technite Development Office and Assembly/Storage Building will not have a significant adverse environmental impact. The action involves the construction of an approximately 89,000 square foot building consisting of 65,000 square foot of assembly/storage space, and a 24,000 square foot office building in the Saratoga Technology and Energy Park site (STEP) on a 8.95 acre parcel which will also include the construction of 124 dedicated parking spaces as well as 43 shared spaces. Additional project improvements include associated walks, landscaping, lighting, the extension of utilities (water, gas, electric telephone) and clearing activities to allow future expansion of the assembly/office facility. Each of the improvements associated with the project is within the Saratoga Technology and Energy Park site's Conceptual Design Guidelines. Controls will be constructed to collect stormwater from the project and release it to infiltration basins which are designed to promote groundwater recharge and prevent stormwater from discharging to the project site. Additional measures will be implemented to control stormwater run-off, including implementation of a stormwater pollution prevention plan. Pursuant to its review under the New York State Environmental Quality Review Act (SEQRA) the lead agency reviewed the completed long environmental assessment form, including parts 1 and 2 for the project (Long EAF) as well as an attachment submitted with the Long EAF. In addition, the lead agency considered a report dated April 28, 2011 from Bergmann Associates evaluating potential impacts associated with the project. NYS ERDA reviewed the assessments completed for the STEP site, including the January 2004 negative declaration and associated documents that identified the nature and extent of future development designed for the STEP site which included thresholds for impacts from such development, including thresholds for traffic and other impacts from the STEP site build-out, and NYS ERDA concluded that the project is consistent with STEP plans and reviews, including any anticipated impacts from the project. The project is located at 20 Tech Trail in the Saratoga Technology and Energy Park, Malta, New York.

Notice of Acceptance of Final EIS

Fulton County - The Town of Johnstown Planning Board, as lead agency, has accepted a Final Environmental Impact Statement on the proposed Fulmont College Association Proposed Student Housing Project. The Final EIS is available at the Town of Johnstown Town Hall, 2753 State Highway 29, Johnstown, NY 12095, the Fulton County Planning Department, 1 East Montgomery Street, Johnstown, NY 12095 and on line at: www.townofjohnstown.org.

The action involves the construction of a 2 story dormitory building covering 20,000 ± square foot on a subdivided property adjacent to the Fulton-Montgomery Community College Campus with 144 beds for resident students. The project is located at 588 County Highway 142 in the Town of Johnstown, New York.
