New York County (Manhattan) - The New York City Planning Commission, as lead agency, has determined that the proposed Lower Manhattan Loading Berth Text Amendment will not have a significant adverse environmental impact. The action involves a proposal by the applicant, Century 21 Department Stores, LLC, for a zoning text amendment to ZR Section 91-50, off-street, loading and curb cut regulations, of the Special Lower Manhattan District and a related Chairperson certification, pursuant to the proposed text amendment, to waive loading berth requirements for department store use and waive the floor area for the new freight elevators that will be installed. (The text amendment is a discretionary action subject to CEQR; the Chairperson certification is a ministerial action and not subject to CEQR.) The proposed action would facilitate a proposal by the applicant to expand the Century 21 department store's sales floor area by 76,503 gross square feet onto the vacant 4th, 5th, and 6th floors of a 34 story building. The project site is located in a C5-5 zoning district in the Special Lower Manhattan District, Community District 1.
Absent the proposed action, Century 21 would remain unchanged and the 4th, 5th, and 6th floors would be rented as office use. The build year is 2012.
The project is located at 22 Cortlandt Street, Manhattan, New York in the Special Lower Manhattan District, Community District 1.
