The applicant proposes improvements to a 7 1/2 mile section of State Route 77 from the NYS Thruway south to State Route 20, including the widening of the shoulders and extensions of existing road culverts in six state regulated freshwater wetlands, CR-6, CR-28, CR-10, CR-14, CR-21 and CR-24, totaling 0.473 acres of fill. The project is located in the village of Corfu and the towns of Pembroke and Darien, Genesee County and will improve road safety and seasonal traffic congestion.

Project Description:
The applicant proposes the construction of a residential subdivision. Phase 1 of the development will include the construction of 25 building lots. The proposed project will impact 0.46 acts of federally regulated wetland and 0.022 acres of a tributary to Mill Creek. The U.S. Army Corps of Engineers has granted authorization under Nationwide Permit #29. The Town of Mendon has determined that the stormwater pollution prevention plan is acceptable. The impacts to the federally protected stream and wetland are being mitigated through the creation of a minimum of 1.02 acres of wooded wetland.

No further review in accordance with SHPA is required.

Project Description:
The Department has made a tentative determination to issue an Article 24 Freshwater Wetland (FWW) Permit and an Article 15 Stream disturbance permit for the crossings of FWW SP-5 by trench method along LeRoy Island Road and FWW RO-28 and the mouth of Bonnie Castle Creek by directional drill method between Bonnie Castle Road and Catchpole Shore Road. The overal project includes 57,000 Linear Feet of watermain and appurtenances to provide public water to the east side of Sodus Bay. Standard sediment and erosion control measures will be employed to prevent erosion and to maintain water quality standards in Sodus Bay. A Water Supply Permit will be issued to the Wayne County Water and Sewer Authority to authorize public water. As a tentative determination, the Department seeks public comments prior to making a final decision. The Town of Huron will be required to issue a Coastal Erosion Hazard Area permit for watermain installed along Lake Bluff Road as they are delegated for this program in the Town of Huron. The file is available at NYSDEC Region 8 for review and comment.
