Project Description:

The New York State Department of Environmental Conservation (DEC) is pursuing a Department Initiated Modification (DIM) to the State Pollutant Discharge Elimination System (SPDES) Permit (NY0029114), pursuant to 6 NYCRR Part 750-1.18, and 750-1.19, the Priority Ranking System known as New York State's Environmental Benefit Permit Strategy (EBPS).

The City of Oswego East Side Wastewater Treatment Facility has an average design flow of 5.35 MGD and a maximum peak flow rate of 7.38 MGD. The facility has an activated sludge treatment process with preliminary (grit and screenings), primary and secondary treatment. Effluent is disinfected with chlorine gas. Sludge is pumped from primary clarifiers (and is composed of waste and primary sludge) and dewatered by centrifuge. Dewatered sludge is disposed of at the Ontario County landfill. The facility has surface discharge to Lake Ontario, a class A water.

The following changes to the permit are proposed: Permit pages were updated and reordered. The compliance action page was removed in that milestone dates have been met. Outfalls 005 and 007 have been deleted. Water quality based effluent limit for ammonia was added. Interim limit for total residual chlorine (TRC) outfalls 001 and 002 have been added. A schedule of compliance for TRC study has been added. Combined Sewer Overflow Long Term Control Plan requirements have been updated. A high priority mercury minimization program was added. A stormwater pollution prevention plan was added. A short version on the Discharge Notification Act Requirements replaced the existing version. A monitoring page with a flow diagram was added.

Availability of Application Documents:

Filed application documents, and Department draft permits where applicable, are available for inspection during normal business hours at the address of the contact person. To ensure timely service at the time of inspection, it is recommended that an appointment be made with the contact person.

State Environmental Quality Review (SEQR) Determination:

Project is an Unlisted Action and will not have a significant impact on the environment. A Negative Declaration is on file. A coordinated review was not performed.

SEQR Lead Agency: None Designated

State Historic Preservation Act (SHPA) Determination:

The proposed activity is not subject to review in accordance with SHPA. The permit type is exempt or the activity is being reviewed in accordance with federal historic preservation regulations.

Coastal Management:

This project is located in a Coastal Management area and is subject to the Waterfront Revitalization and Coastal Resources Act.

Opportunity for Public Comment:

Comments on this project must be submitted in writing to the Contact Person no later than Jun 17, 2011.
