Project Description:
The Department has prepared a draft permit and has made a tentative determination to issue a State Facility Permit for an expanded polystyrene foam plastics manufacturing facility located at 8 Saratoga Street, City of Cohoes, Albany County, owned by Shelter Enterprises, Inc. The existing facility emits Volatile Organic Compounds (VOC) and Hazardous Air Pollutants (HAP), such as pentane, through emission points as part of its production process.
Pursuant to an Order on Consent for emitting air contaminants without a permit, an emission control system is being installed to keep annual VOC emissions below 50 tons/yr which is the Title V threshold. The facility will be installing a thermal oxidizer to control the VOC emissions from production.
DEC will evaluate the application and the comments received on it to determine whether to hold a public hearing. Comments and requests for a public hearing should be in writing and addressed to the Department representative listed below. A copy of the Department's permit hearing procedures is available upon request or on the Department website at www.dec.ny.gov/permits/6234.html.

Project is not subject to SEQR because it is a Type II action.

The proposed activity is not subject to review in accordance with SHPA. The permit type is exempt or the activity is being reviewed in accordance with federal historic preservation regulations.

The Department is seeking comments on the proposed regulated activity prior to making a final decision on permit issuance. As such, this tentative determination does not signify Department approval for or endorsement of the activity for which a permit is sought.
