Project Description:

The New York State Department of Environmental Conservation (DEC) is pursuing a Department Initiated Modification (DIM) to the State Pollutant Discharge Elimination System (SPDES) Permit (NY0026689), pursuant to 6 NYCRR Part 750-1.18, and 750-1.19, the Priority Ranking System known as New York State Environmental Benefit Permit Strategy (EBPS). The Yonkers Joint Wastewater Treatment Plant has a design flow of 120 mgd. Current treatment includes screening and grit removal, primary sedimentation, activated sludge, secondary clarification and disinfection followed by dechlorination. Sludge is thickened by gravity and dissolved air flotation; stabilized in anaerobic digesters; dewatered using a centrifuge and sludge is removed by contract for beneficial reuse or disposal at a landfill.

The following changes to the permit are proposed: - Permit pages and conditions have been updated, renumbered and reordered, and reflect current permit language, DEC guidance, format and nomenclature. - A water quality based effluent limit for ammonia has been added. - The total residual chlorine limit has been reduced. The existing total residual chlorine limit will remain in effect as an interim limit until the upgrades to the dechlorination system are completed. - Mass limits for parameters have been revised. - Reporting of daily maximum values and monthly average values for parameters has been added. - The settleable solids sample type has been corrected to Grab sampling instead of 24 hr composite sampling. - Sampling frequencies for several parameters have been increased. - Whole Effluent Toxicity testing action levels have been added. - Several action levels on parameters have been revised based on the evaluation of sampling data. - Outfalls 031 - 037 have been added to address stormwater. - Monitoring for flow and chemical oxygen demand at outfalls 031 and 035 has been added. - A stormwater pollution prevention plan requirement has been added. - Oil & Grease limits for the combined sewer overflow (CSO) outfalls 002 and 003 have been revised. - A short term monitoring program has been added to the schedule of compliance. - The CSO Best Management Practices requirements have been revised. - A requirement to perform CSO post construction monitoring has been added and must be repeated once every 5 years. - A discharge limit for mercury was added to the permit, as well as a mercury minimization program requirement and routine monitoring.
