Negative Declaration

Chenango County - The New York State Department of Environmental Conservation (NYS DEC), as lead agency, has determined that the proposed Drilling Permit Applications for Norse Energy Corporation USA, Parry, B. 1H & 2H Natural Gas Wells Located within Chenango County Agricultural District 001 will not have a significant adverse environmental impact. The action involves drilling a natural gas well within the Chenango County Agricultural District 001. Drilling operations will be conducted in accordance with the drilling permit issued and rules and regulations of the NYS DEC. The total area proposed to be disturbed during the initial construction phase for the well site and access road is 133,200 square feet or approximately 3.06 acres. After the wells have been drilled, they will be put into production or plugged and abandoned. The well pad and access road areas for a producing well will be reduced to 37,884 square feet or approximately 0.87 acres and the remaining disturbed areas reclaimed. If the well is plugged and abandoned, the site will be reclaimed. B. Parry property is located approximately 4,500 feet south of Lawrence-Hunsicker Road and 3,000 feet east of Flat Iron Road/County Road 21 in the Town of Smyrna, New York.

Onondaga County - The Town of Onondaga Town Board, as lead agency, has determined that the proposed Local Law Regulating Landscape Contractors will not have a significant adverse environmental impact. The action involves a local law which defines and regulates Landscape Contracting uses in the Town of Onondaga. Such uses would be allowed in the Town's Residential-Country District as a special permit use on parcels of 3 acres or more - subject to additional special permit criteria and also allows such uses in the Town's Light Industrial District, on parcels of 3 acres or more, subject to site plan review, per Section 24 of the Town's Zoning Law. The project is located throughout L-I and R-C zoning districts in the Town of Onondaga, NY. A public meeting on this local law will be held on April 18, 2011 at 6:00 p.m. at the Town Hall, Town of Onondaga, 5020 Ball Road, Syracuse, NY 13215.
