Suffolk County - The Town of Riverhead Town Board, as lead agency, has determined that the proposed Manor Lane Sand Mining Facility will not have a significant adverse environmental impact. The Applicant proposes to mine sand at a previously disturbed sand pit for Highway Department use in treating Town roads during winter storms. About 4,000 tons/year of material will be exported from the 20 acre site held by the Town with approximately 100,000 tons over the anticipated 25 year life of the mine conducted under multiple State DEC Mined Land permits. The site will be graded to suitable slopes and reclaimed by plantings of vegetation pursuant to permit reclamation conditions. The project is located on East Side Manor Lane, approximately 1,600 feet north of Main Road (NYS Route 25), Jamesport, Riverhead Township, NY.

Notice of Acceptance of Draft EIS and Public Hearing
Nassau County - The Town Board of the Town of Oyster Bay, as lead agency, has accepted a Draft Environmental Impact Statement on the proposed Caniague Commons Senior Housing Community. A public hearing on the Draft EIS will be held on May 17, 2011 at 7:00 p.m. at the Hearing Room, Town Hall, East Building, Audrey Avenue, Oyster Bay, New York. The action consists of: (1) Adoption by the Town Board of a new zoning district, Planned Unit Development/Residence 25 (PUD/R25); (2) Petition to the Town Board by the above referenced applicant for a Change of Zone and Site Plan Approval under the new PUD/R 25 zoning district, to allow the development of a 390 unit senior housing community, and closure of the asphalt plant, concrete recycling and other commercial/industrial operations on the 15.18-acre property situated at 449 West John Street (commonly referred to as the Twin County site); and (3) Conveyance of the 2.27-acre property situated at 50 Engel Street to the ownership of the Town of Oyster Bay and closure of the asphalt plant and other commercial/industrial operations at that location.
The proposed Cantiague Commons development consists of five buildings of four stories in height, one of which would contain 78 residential units and the remaining four each containing 42 units; and two buildings of five stories in height, each containing 72 units. The ground floor of each building would be open, providing grade-level parking, with additional parking below grade beneath the buildings and at grade outside the building footprints; a total of 884 parking stalls are proposed.
Each proposed residential unit would contain 1,270 square feet of floor area, with two bedrooms. A community building also is proposed, which would have 13,225 square feet of floor area, along with other recreational facilities (including a swimming pool, outdoor seating areas, and bocce courts). The project is located on West John Street, Hicksville, Town of Oyster Bay, NY.

Nassau County - The Planning Board of the Incorporated Village of Lake Success, as lead agency, has accepted a Draft Environmental Impact Statement on the proposed Change of Use and Site Plan Modification/Parking Expansion for Winthrop Management, LP. A public hearing on the Draft EIS will be held on May 23, 2011 at 7:30 p.m. at the Village Hall, 318 Lakeville Road, Lake Success, NY 11020. Written comments on the Draft EIS will be accepted until 5:00 p.m. on June 21, 2011. The action involves an application from Winthrop Management, LP for the modification of a previously-approved site plan for the "unlandbanking," reconfiguration and construction of additional parking and the modification of site driveways, on the 93.51-acre property located at 1111 Marcus Avenue. A change of use was also requested from the Board of Trustees to convert area designated for telecommunications, studios, and/or warehouse distribution space to medical/office space. An application was also made to the Board of Appeals for variances of lot coverage and height restrictions to construct a parking garage and off-street parking requirements. Suffolk County - The Town of Brookhaven, Planning Board, as lead agency, has accepted a Draft Environmental Impact Statement on the proposed Wal-Mart @ East Patchogue. A public hearing on the Draft EIS will be held on June 6, 2011 at 4:00 p.m. at the Town Hall, One Independence Hill, Farmingdale, NY 11738. Written comments on the Draft EIS will be accepted until July 11, 2011. The action involves the development of a 98,000 square foot Wal-Mart store and 900 square foot office building on an approximately 16.64-acre parcel at the northeast corner of Hospital Road and the North Service Road of Sunrise Highway (NYS Route 27) in East Patchogue. In developing the site, approximately 11.6 acres of existing vegetation would need to be cleared. The project is located at the North East Corner of Sunrise Highway and Hospital Road, Patchogue, New York.
