Project Description:

The Department has prepared a draft permit and has made a tentative determination to issue an Air State Facility permit for the applicant's proposed asphaltic concrete production facility at an existing recycled asphalt storage facility in the Town of Westfield, New York. The proposed facility consists of an Astec Drum Hot Mix Asphalt Plant with a 400 ton per hour production capacity. The aggregate or stone dryer is equipped with a 100 mmBtu/hr low nitrogen oxides (NOx) natural gas burner. The dryer exhaust is vented to an Astec Model pulse jet baghouse for particulate control with an airflow of 70,000 ACFM. The draft permit includes a federally enforceable emission cap that limits asphaltic concrete production to 450,000 tons during any 12 month period. This limitation will cap carbon monoxide emissions below 100 tons per year for non-applicability to Title V. In addition, this production limitation will cap volatile organic compound (VOC) emissions below 50 tons per year for non-applicability to Title V and 6NYCRR Part 231-5 non-attainment New Source Review (NSR). All other criteria contaminant emissions are below the NSR/PSD applicability thresholds without capping.

Project Description:

The Department has received an application from Erie County Soil & Water Conservation District for a streambank stabilization project on Murder Creek at Brooklyn Street in the Village of Akron. The project includes installation of approximately 675 linear feet of rock riprap along the lower bank of Murder Creek to stabilize and protect the toe and multiple riparian plantings to promote soil stability along the upper slope and behind the installed rock. Standard sediment and erosion controls including a cofferdam and silt fencing will be used to maintain the water quality of Murder Creek.

The Department has made a tentative determination to approve this application. As a tentative determination, the Department is seeking public comment prior to making a final decision on permit issuance.

Project Description:

The Department has received an application to replace an existing steel truss bridge with an 85' long, 37'-10" wide prestressed precast concrete box beam bridge on the existing horizontal alignment on West Street over Cattaraugus Creek in the Village of Arcade, Wyoming County. The project includes removal of approximately 1,211 cubic yards of material below the ordinary high water mark and placement of approximately 1,785 cubic yards of fill material below the ordinary high water mark for bank stabilization and construction of new abutments and wingwalls. The project also includes the replacement of an existing 8 in. water main and a sanitary sewer main under Cattaraugus Creek via directional drilling. Sediment and erosion control, including a cofferdam and turbidity curtain, will be used to maintain the water quality of Cattaraugus Creek.

The Department has made a tentative determination to approve this application. As a tentative determination, the Department is seeking public comment prior to making a final decision on permit issuance.
