Project Description:

Applicant (Hyde Park Mall) is proposing upgrades to the existing shopping mall. Upgrades includes supplementing the existing sand filter wastewater treatment system. The proposed new treatment system is an onsite sequencing batch reactor (SBR) system with direct surface water discharge in the amount of 7,000 gallons per day to an un-named tributary to the Hudson River (NYS water index # H-121, Class C). The Department has made a tentative determination to approve this application for a new SPDES permit # NY-006 0828. The facility is considered a non-significant minor facility, Discharge Class 02. The submission of Discharge Monitoring Report (DMR) is not required, but the submission of an "Annual Report" is required. Effluent limits were provided by the Bureau of Water Assessment and Management.

A draft SPDES permit with DEC proposed effluent limits and monitoring requirements is available for review at the DEC Region 3 headquarters in New Paltz. The permittee will be required to maintain records and report data to verify compliance with the SPDES permit conditions and discharge limits.

The New York State Department of Environmental Conservation (DEC) is pursuing a Department Initiated Modification (DIM) to the State Pollutant Discharge Elimination System (SPDES) Permit (NY0030490), pursuant to 6 NYCRR Part 750-1.18, and 750-1.19, the Priority Ranking System known as New York State's Environmental Benefit Permit Strategy (EBPS).

The Village of Walden Sewage Treatment Plant provides secondary treatment for a design flow of 1.2 MGD. Current treatment includes main pump station, primary clarifiers, two trickling filters, final clarifiers, and a chlorine contact tank. The facility has surface discharge to the Wallkill River, a class B water. Outfall 002 - Stormwater discharges into Walkill River. Outfall 003 - Pumpstation overflow into Tin Brook, a tributary of the Wallkill River.

The following changes to the permit are proposed: Permit pages and conditions have been updated to reflect current DEC guidance, format and nomenclature. Names and addresses have been updated. Footnotes have been updated. The seasonal disinfection period has been changed to May 1 - Oct 31. Sampling requirements for pH, temperature and settleable solids at influent have been removed as this information is no longer needed. TRC Compliance Schedule has been removed as the requirements have been completed. Modified Toxicity testing has been added. A simplified mercury minimization program has been added. Sanitary sewer overflows have been added. The draft permit has included necessary requirements to cover the stormwater discharges.

The following changes to the permit are proposed: Monitoring limits for Benzene, Toluene and xylenes have been changed from action levels and monitoring for napthalene, ethylbenzene and chlorine added.

The ConEd Dunwoodie Central Substation provides electricity for distribution to the local community. Treatment consists of hydraulic drain to an onsite detention pond. The detention pond discharges to the inlet of an oil water separator. Replacement in-kind of existing oil/water separator. The OWS discharges to the City of Yonkers stormsewer system. The primary purpose of the pond/OWS system is to capture any potential release of oil due to an onsite equipment failure.

The following changes to the permit are proposed: Updated permit pages and conditions to reflect current DEC guidance and nomenclature. Permit pages and conditions have been renumbered. A monitoring locations page has been added. A section containing Special Conditions - Industry Best Management Practices has been added. Statistical base flow for MS4 discharge will not apply. In the absence of flow data, Best Management Practices based limits apply. The pH limit is based on water quality standards. Oil and Grease limit is based on production of the narrative water quality standard.
