Project Description:

Proposed Extension #2 of the existing Town of Moreau Water District #1 (WD). The project includes installation of 27,350 linear feet of water main extensions along Fortsville Road, Spier Falls Road, Route 32 from Reservoir Road to Bluebird Road, and the English Village Housing Development. Proposed taking is 273,000 gallons per day from existing sources of the WD. A 300,000 gallon elevated storage tank is proposed at Moreau Industrial Park, Sisson Road. Proposed water mains along Fortsville and Hatchery Roads are adjacent to Freshwater Wetlands GA-2 and GA-16.

State Environmental Quality Review (SEQR) Determination:

Project is a Type I action and will not have a significant effect on the environment. A coordinated review with other agencies was performed and a Negative Declaration is on file.

SEQR Lead Agency: Moreau Town Board

State Historic Preservation Act (SHPA) Determination:

A cultural resources survey has been completed. Based on information provided in the survey report, the New York State Office of Parks, Recreation and Historic Preservation (OPRHP) has determined that the proposed activity will have no impact on registered or eligible archaeological sites or historic structures. No further review in accordance with SHPA is required.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Project Description:

The applicant has applied to establish a new 4.1-acre sand and gravel mine located on a contiguous 46+/- acre parcel owned by the applicant. The project site is situated approximately 400 feet north of County Route 69, and accessed by a shale haul road from CR69. The operation will consist of a traditional surface extraction of sand from the site, and no material will be processed on site. The commencement of extraction will begin in the northwest portion of the Life-of-Mine area and proceed, no deeper than 7 feet below the existing topography, in a southerly and easterly direction. Topsoil will be stockpiled in the form of berms on the east and south sides of the mine.

The proposed activity is not subject to review in accordance with SHPA. The permit type is exempt or the activity is being reviewed in accordance with federal historic preservation regulations.
