The Village of Walden proposes to treat up to 7.3 acres of the Walden Community Park Pond, a portion of which is NYS Freshwater Wetland WD-15 (Class II), with the aquatic herbicides Aquathol-K, Sonar AS, and Cutrine Ultra for the control of Potamogeton crispus, duck weed, watermeal, and planktonic and filamentous algae. Prior to the treatment, the lake will be drawn down to ensure that no chemicals are released downstream prior to degradation.

The NYS Office of Children & Family Services proposes various security upgrades at the Highland Residential Center Facility. These upgrades include the construction of a 175 car parking lot, including an associated stormwater management basin, clearing and grading along the perimeter fence line, clearing and grubbing of areas to create positive drainage, and the construction of eight foot wide gravel access drives in various locations. These facility improvements include disturbances within the 100 foot adjacent area of NYS Freshwater Wetlands H-5 (Class II) and PO-5 (Class I) totaling 3.91 acres of permanent disturbances (including .44 acre of new impervious surfaces) and .63 acre of temporary disturbances.

Project Description:

Westchester County proposes the application of mosquito larvicides within stormwater basins throughout Westchester County to reduce the number of mosquitos that may transmit the West Nile Virus. The mosquito larvicides will not be applied directly to any NYS Freshwater Wetlands or their 100 foot adjacent areas, however, incidental drift into these areas via basin overflow is likely. The mosquito larvicides proposed to be used include those with the active ingredient Methoprene, Bacillus sphaericus, and Bacillus thuringiensis. No treatments within the adjacent area of any NYS Tidal Wetlands are proposed. All larvicide applications are subject to New York State pesticide applicator requirements and aquatic pesticide permit regulations.

Title V Permit Renewal No.1, Modification No.1

This permit modification reflects the addition of a fourth flare to emission unit 1-FLARE. The fourth flare has a design capacity of 88,150 cubic feet per hour and serves for combusting the excess digester gas generated at the facility's digesters. Prior to this modification, three waste gas burners were used to combust the excess digester gas. Each of the three existing burners has a design capacity of 24,000 cubic feet per hour.

This modification does not result in any facility-wide emissions increase. Facility's annual NOx PTE is estimated to remain at 45,000 lbs.

Applicable regulations include: 6 NYCRR 200, 201-6, 201-7, 202, 211, 212, 215.

In accordance with 6NYCRR Parts 621.7(b)(9) and 201-6.4(c), the Administrator of the United States Environmental protection Agency (USEPA) has the authority to bar issuance of any Title V Facility Permit if it is determined not to be in compliance with applicable requirements of the Clean Air Act or 6NYCRR Part 201.
