Project Description:
The applicant is proposing to construct a new pump station on Rolling Hills Road and connection to existing water mains at the intersection of Rolling Hills Road and Elderkin Ave through construction of 12" suction main, 12" discharge main and associated appurtenances. The project will also entail the decommissioning of an existing underground pump station. This will be a change in the water source from the City of Syracuse's Skaneateles Lake intake to OCWA's Otisco Lake water source filtered through its Otisco Lake Water Treatment Plant.

State Environmental Quality Review (SEQR) Determination:
Project is an Unlisted Action and will not have a significant impact on the environment. A Negative Declaration is on file. A coordinated review was performed.
SEQR Lead Agency: Onondaga County Water Authority
State Historic Preservation Act (SHPA) Determination:
A cultural resources survey has been completed. Based on information provided in the survey report, the New York State Office of Parks, Recreation and Historic Preservation (OPRHP) has determined that the proposed activity will have no impact on registered or eligible archaeological sites or historic structures. No further review in accordance with SHPA is required.
Coastal Management:
This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.
Opportunity for Public Comment:
Comments on this project must be submitted in writing to the Contact Person no later than Apr 28, 2011.

Applicant proposes to expand existing Walmart store at Basile Rowe, Town of Dewitt. Expansion will involve a 0.24 acre impact to the adjacent area of class II wetland SYE-21. Impacts include work associated with store enlargement, pavement, regrading slopes and construction of a new outlet on an existing stormwater basin.
