Project Description:

The Department has received a request to renewal a permit and has drafted an Article 19 (Air Pollution Control) of the Environmental Conservation Law, an Air Title V Permit, at the facility located at Dominion Transmission Inc.-Utica Station, the facility located at Higby Road, Frankfort, NY 13340, in Herkimer County.

The Department has made a tentative determination to approve the application of the Dominion Transmission Inc., which provides for the transmission of natural gas along the natural gas pipeline.
The renewal of the Title V Permit allows the operations of emission units 0-0000A, 0-0000B, 0-0000C, and 0-0000D, which includes Five Copper GMVC-6 internal combustion engines, two Cooper GMVH-10C2 internal combustion engine, one Waukeshau H24GL auxilary generator, and one Kewanee KR8-G-07 auxilary boiler. All engines are subject to and meet the requiremernts of 6 NYCRR Part 227 NOx RACT following the information as described in a table submitted in the approved Compliance and Operating Plan submitted in May 2004.

The draft permit with all conditions is available for review in the Region 6 NYSDEC sub-office in Utica, NY.

In accordance with 6NYCRR Parts 621.7(b)(9) and 201-6.4(c), the Administrator of the United States Environmental Protection Agency (USEPA) has the authority to bar issuance of any Title V Facility Permit if it is determined not to be in compliance with applicable requirements of the Clean Air Act or 6NYCRR Part 201.

Persons wishing to inspect the subject Title V files, including the application with all relevant supporting materials, the draft permit, and all other materials available to the DEC (the "permitting authority") that are relevant to this permitting decision should contact the DEC representative listed below. DEC will evaluate the application and the comments received on it to determine whether to hold a public hearing. Project Description:

This Department has received a request to renew a permit to operate air pollution sources at an existing facility and has drafted a Title V Facility Permit, for the facility located at FiberMark North America, Inc., Town of Lowville, Lewis County, New York. This facility is engaged in the manufacture of various types of products for books and folders. The Standard Industrial Classification representative of this facility is 2672, Coated and Laminated Paper.

This permit allows for the operation of 1 natural gas and #6 fuel oil boiler and 1 natural gas only boiler (Emission Unit 0-00001), 5 aqueous coaters, 2 aqueous printers, 2 solvent printers, their associated dryers, coating and ink mixing and dispensing operations, and wastewater treatment operations (Emission Units 0-00002 & 0-00005), and a waterbased coating makeup room (Emission Unit 0-00003).

The facility has potential emissions of Hazardous Air Pollutants (HAP) and Volatile Organic Compounds (VOC) above the major source thresholds.

Boiler #1 (Emission source BLR01) has a restriction on the amount of sulfur dioxide (90 tons) that it can emit during any consecutive 12 month period. This limit was placed on the emission source in order to avoid the requirements of 40 CFR 52.21, Prevention of Significan Deterioration. The paper coating operations are subject to the VOC RACT (Reasonable Available Control Technology) requirements of 6 NYCRR Part 228, Surface Coating Processes and the National Emission Standards for Hazardous Air Pollutants of 40 CFR 63 Subpart JJJJ, Paper and Other Web Coating. The printing operations are subject to the VOC RACT requirements of 6 NYCRR Part 234, Graphic Arts and the National Emission Standards for Hazardous Air Pollutants of 40 CFR 63 Subpart KK, Printing and Publishing Industry.

Project Description:

This agency has made a tentative determination, in accordance with its Environmental Benefit Permit Strategy, to modify an existing permit for the discharge of 0.080 MGD of treated municipal wastewater into the Oswegatchie River from the Gouverneur Sewer District 1 STP. The treatment plant is located on US Highway 11 in Gouverneur, St. Lawrence County. The modification requires the construction of facilities to provide effluent disinfection within five years. Upon completion of the disinfection system, the modification adds permit limits for fecal coliform and total residual chlorine.
