Public Notice

General Permit for Ducks Unlimited, Inc. Wetland Restoration Projects Permit No. GP-6-11-002 for Article 15 Excavation and Fill, Article 15 Protection of Waters, Article 24 Freshwater Wetlands and Section 401-Clean Water Act Water Quality Certification

The New York State Department of Environmental Conservation (NYS DEC) proposes to adopt a General Permit (GP-6-11-002) to allow Ducks Unlimited, Inc. and its partners to conduct wetland restoration projects in state regulated wetlands in Jefferson, Lewis and St. Lawrence Counties, New York outside of the Adirondack Park. This permit authorizes activities necessary to restore and improve degraded wetlands, such as digging potholes, building dikes and installing water control devices.

This project is an Unlisted Action under the State Environmental Quality Review Act (SEQRA) and will not have a significant impact on the environment. A Negative Declaration is on file. A coordinated review was not performed. No SEQR lead agency was designated. The projects may be located in a Coastal Management area and subject to the Waterfront Revitalization and Coastal Resources Act. It has been determined that the proposed action is not subject to CP-29. Proposed projects located in archaeologically sensitive areas will be required to obtain clearance from the New York State Office of Parks, Recreation and Historic Preservation before coverage under this General Permit can be granted. Projects will be evaluated for impacts to Threatened and Endangered species and individual permits required when necessary.

Transportation of Solid Waste to the Oneida-Herkimer Landfill for Oneida-Herkimer Solid Waste Management Authority

The Oneida-Herkimer Solid Waste Authority (OHSWA) desires to procure an agreement (pursuant to Section 120-w of New York State Municipal Law) for 5 years beginning 10/24/11 for transportation of non-recyclable waste from 2 transfer stations to the Oneida-Herkimer Landfill, Ava, NY.
