Retraction of SPDES Administrative Renewal Notice
In the March 31, 2011 edition of the ENB, a notice was posted describing the administrative renewal of the State Pollutant Discharge Elimination System (SPDES) permit for the New York City Department of Environmental Protection's (NYC DEP) Shandaken Tunnel Outlet, New York State Department of Environmental Conservation (NYS DEC) ID 3-5150-00420/00001, SPDES ID NY 026 8151. At this time, NYS DEC is rescinding this notice and may instead renew this permit at a later date. A notice describing the renewal of the permit will be re-published at that time, and public comments solicited, prior to the issuance of a renewed permit.

Dutchess County - The Town Board of the Town of Hyde Park, as lead agency, has determined that the proposed Forest Management Local Law will not have a significant adverse environmental impact. The action involves the recognition of the right to practice forestry as stated in Chapter 602 of the Laws of New York of 2003. The Local Law is intended to facilitate the practice of forestry as required by Town Law §263 by streamlining the permitting process. This Local Law applies to all zoning districts within the Town.
The Local Law amends the zoning code to remove the reference to logging and creates a new use called Forestry. Forestry is permitted in all zoning districts. No district boundaries are changed.
The Local Law creates a new chapter in the Town Code entitled Timber Harvesting. The Local Law requires that all commercial timber harvests must obtain a permit. Excepted from the permitting requirements are small uses of timber by the owner, Christmas Tree harvests and cutting timber on Farm Woodland as such defined in the Agriculture and Markets Law.
The project is located throughout the Town of Hyde Park, New York.

Sullivan County - The Town of Bethel Town Board, as lead agency, has determined that the proposed Adoption of Local Law #1 of 2011 will not have a significant adverse environmental impact. The action involves the adoption of Local Law #1 of 2011 to amend the Town of Bethel Code Chapter 345 amending Chapter 345-28 Telecommunications Facilities. The project is located throughout the Town of Bethel, New York.

Orange County - The Monroe Town Board, as lead agency, has determined that the proposed Open Area Development on the Lands of John Sorrentino may have a significant adverse impact on the environment and a Draft Environmental Impact Statement must be prepared. The action involves a proposal by John Sorrentino to the Town of Monroe Town Board to designate the island on Round Island Lake (a/k/a Round Lake) as an Open Area Development under Section 280a(4) of the Town Law. The applicant proposes to construct a single family home on the island; accessible via a new driveway to be constructed on other lands over which the applicant asserts an easement exists. The applicant proposes that access from the island to the main land will be via a boardwalk. The applicant indicates 3.75 acres ± will be developed and 2.85 acreas ± will remain undeveloped. The project is located on the island at Round Island Lake in the Town of Monroe, New York.

Positive Declaration and Public Scoping
Westchester County - The Town of Mount Pleasant Planning Board, as lead agency, has determined that the proposed Indriolo Subdivision may have a significant adverse impact on the environment and a Draft Environmental Impact Statement must be prepared. A public scoping session will be held on April 18, 2011 at 8:00 p.m. at the Town of Mount Pleasant Town Hall, One Town Hall Plaza, Valhalla, NY 10595. The action involves the subdivision of 22.04 acre parcel of land to create 14 lots (including a 12 lot, 10 lot and an 8 lot cluster alternative) along with associated improvements. A steep Slope permit and wetland permit will also be required for this action. The project is located on Bear Ridge Raod and Fawn Brook Court in the Town of Mount Pleasant, New York.

Notice of Acceptance of Draft EIS and Public Hearing
Westchester County - The Town of North Castle Planning Board, as lead agency, has accepted a Draft Environmental Impact Statement on the proposed Park Place at Weschester Airport. A public hearing on the Draft EIS will be held on May 2, 2011 at 7:00 p.m. at the H.C. Crittenden Middle School, 10 MacDonald Avenue, ARmonk, NY 10504. Written comments on the Draft EIS will be accepted until May 17, 2011. The action involves a proposal to construct a multi-level automated parking structure to alleviate an existing parking shortage at Westchester County Airport.
The proposed parking facility would be called Park Place at Westchester Airport (Park Place). In conjunction with the site plan application, the applicant has submitted a zoning petition to amend the Town of North Castle zoning code to allow parking structures in the Industrial AA (IND-AA) zoning district with a special permit.
The project site comprises two tax map parcels that are located in the southern portion of the Town of North Castle adjacent to Westchester County Airport near the Connecticut state line. The proposed project would involve construction of an approximately 267,000 square foot five level enclosed automated parking structure with a building footprint of approximately 51,000 square feet. The parking facility would provide space to accommodate 1,450 vehicles.
The project is located at 11 New King Street in the Town of North Castle, New York.
