Project Description:

The New York State Department of Environmental Conservation (DEC) is pursuing a Department Initiated Modification (DIM) to the State Pollutant Discharge Elimination System (SPDES) Permit (NY0022110), pursuant to 6 NYCRR Part 750-1.18, and 750-1.19, the Priority Ranking System known as New York State's Environmental Benefit Permit Strategy (EBPS).

The City of Sherrill Sewage Treatment Plant provides a secondary treatment for a 30 day arithmetic flow of 0.95 mgd. Treatment consists of grit removal, comminution, flow measured by parshall flume, aeration tanks with activated sludge, and settling tanks. Waste sludge is pumped to sludge storage tank, drying beds, belt dewatering, press, or to truck for disposal. The facility has surface discharge to Oneida Creek, a class C water.

The following changes to the permit are proposed: - Page 1 has been updated with current permittee and facility information. - A Permit limits, levels and monitoring definitions page has been added. - Daily maximum monitoring for flow has been added. - Monthly average monitoring for UOD has been added. - Monthly average limit and Daily maximum monitoring has been added for Ammonia for the period 6/1 to 10/31, footnote 3 deleted. - Daily maximum monitoring for TKN has been added for the period 6/1 to 10/31. - Action level requirements language has been updated. - Copper, dissolved, has been deleted from the Action level requirement. - Pretreatment mini schedule has been added. - Discharge notification requirements page has been replaced with a single paragraph. - A monitoring location page and water flow diagram page has been added.

The proposed activity is not subject to review in accordance with SHPA. The permit type is exempt or the activity is being reviewed in accordance with federal historic preservation regulations.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Opportunity for Public Comment:

Project Description:

Stabilize 157 linear feet of bank on the Mad River (class C(T)) in two sections with a combination of root wad log vane and toe-wood sod mat stabilization practices. Access to the site will be from existing roads on school property and then limited to two construction entrances to the creek bank. There should be minimal disturbance to existing wooded vegetation bordering the stream. Root wads and log vanes will be utilized on the "north restoration" area which will involve approximately 0.75 cu. yds. of fill in a 60 sq ft area for anchoring purposes. The "northeast restoration" area will utilize the toe-wood sod mad and include approximately 12.5 cu.yds. of fill over a 675 sq ft area. Areas disturbed due to construction will be revegetated at the end of the project.
