Project Description:

The applicant proposes approximately 13,000 square feet of disturbance to the 100-foot adjacent area of NYS Freshwater Wetland DP-22 [Class 1] (18,000 square feet of disturbance total) and use of approximately 200 cubic yards of fill for the replacement of a deteriorated driveway entrance and parking lot on the East side of Charles Colman Boulevard approximately .25 miles south of the intersection with Corbin Road. As part of the project, the applicant proposes installation of a grass island with a yard drain to be tied into the existing outfall to NYS Freshwater Wetland DP-22.

A portion of a tributary to the Swamp River [DEC Water Index No. CT 15-4 portion, class C(T)] is piped underneath the parking lot and discharges into NYS Freshwater Wetland DP-22. Proposed disturbance to the tributary of the Swamp River is repair of the existing stormwater pipe where CT-15-4 portion discharges into NYS Freshwater Wetland DP-22.

Project Description:

The applicant proposes to dredge approximately 18,500 cubic yards of accumulated sediment from the Hudson River within the perimeter of the Newburg Yacht Club, in order to facilitate movement of boats. Excavation will be via a floating barge, with long reach excavator. A turbidity curtain will be utilized to contain turbid water within the facility perimeter. Dewatering will be accomplished with sealed off dumpsters placed on flexi-floats with overflow and unloaded via land based excavator into a de-watering containment area. The material to be dredged has been tested and results require that upland disposal must be in accordance with a DEC approved "Beneficial Use Determination-BUD" or at an authorized disposal facility. At present, no authorized disposal facility has been identified nor has a BUD been approved. No permits will be issued until an approved disposal site has been identified by the applicant.

Rockland County proposes to treat stormwater catch basins, ditches, sewerage treatment plants and other mosquito breeding sites located within NYS Freshwater Wetlands and their respective 100 foot adjacent areas throughout Rockland County with larvicides to prevent the proliferation of West Nile Virus. Treatments within NYS Freshwater Wetlands will be restricted to larvicides with the active ingredients of Bacillus sphaericus and Bacillus thuringiensis, subsp. israelensis. Treatments within the 100 foot adjacent areas will include products with the active ingredients listed above as well as those products with methoprene as the active ingredient.

The proposed activity is not subject to review in accordance with SHPA. The permit type is exempt or the activity is being reviewed in accordance with federal historic preservation regulations.
